Trainee 1: A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics.

Trainee 2: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Grade 18: A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Preferred Qualifications: Proficient with MS Office, including Excel, Word, Access, and PowerPoint. Experience with health program evaluation and report. Experience in the interpretation of data analytic results, budget analyses and projections, report writing and public presentation. Excellent oral and written communication skills. Bachelor's or Master's degree in public health, epidemiology, finance, economics, mathematics, statistics, social sciences, computer science, or a related field and professional experience in that field. Proficient in SAS to perform data processes and analysis.

Duties Description

The Program Research Specialist 1 (Public Health) will be assigned to the Bureau of Early Intervention's (BEI) Data and Program Evaluation Unit in the Division of Family Health. This position will support fiscal and programmatic analyses of data for the NYS Early Intervention Program, which has been in place for 25 years, and currently serves more than 69,000 children and delivers over 8 million services at an annual cost of approximately $650 million.

  • The Early Intervention Program is required to implement the federal and state requirements, which include monitoring child and family outcomes as well as utilization of services. The incumbent will be responsible for analyzing the program outcomes for children and their families, trends and patterns of service utilization, and costs for services over time.
  • The Early Intervention Program routinely presents information (written and oral) about data findings and provide technical assistance to internal and external stakeholders. The incumbent will need to write summary memoranda for internal and external stakeholders and short documents interpreting statistical or tabular analyses and to be able to present technical information to non-technical audiences.
  • The Early Intervention Program has extensive data analysis programs and infrastructure built using the software SAS, which require merging, matching, and linking very large (i.e., millions of records), complicated data sets within the program and across outside data sources. These data sources require ongoing testing for accuracy, integrity, and consistency. The incumbent will need to understand the current analytic work in SAS, collaborate with other SAS programmers in the unit, and supervise SAS programmers.
  • Federal and state requirements for the Early Intervention Program change continuously, which affects data systems. The Department has a vendor to manage the program’s online data reporting system. The Department is responsible for ensuring changes made to the system will comply with the requirements, meet the needs of the Department, and are user-friendly. The incumbent will be required to support the process of user acceptance testing for the new Early Intervention database.
