Summary

About the Position: You will serve as the Chief of the Planning and Environmental Division at the Mobile District Headquarters. You will report directly to the District Engineer with supervisory responsibility and authority over several branches within the Planning and Environmental Division. As the Chief, you will serve as the principal technical advisor and consultant to the District Commander regarding all aspects of the planning mission.

Duties

  • Provide planning and environmental support for other District elements including the Project Management, Engineering, Construction, Operations, and Real Estate Divisions.
  • Coordinate the District planning program for Flood Risk Management, navigation and other water uses with other public and private interests that also develop and implement water resource projects in certain river basins of the District.
  • Provide economic studies, environmental studies long-term operation and maintenance plans, environmental assessments, and environmental impact statements for the continuing operation of completed projects.
  • Provide environmental impact statements and assessments for both Clean Water Act and Navigation certifications.
  • Provide environmental compliance studies and reports.
  • Advise the District Engineer on the comprehensive water resources development program of the District including the development of Flood Risk Management, navigation, hydroelectric power, recreation, and other projects across the region.
  • Consult with private engineering firms, industrial representatives, etc. to furnish technical data regarding water supply requirements, minimum flow requirements, and flood conditions for developments to be located along water sources.
  • Plan and assign work to subordinates determining work schedules and priorities.
  • Provide advice, counsel and instruction on work and administrative matters. Reviews and approves the full range of personnel actions recommended by subordinate supervisors.
  • Responsible for nurturing a positive command climate within the planning division. Addresses and resolves systemic employee complaints. Enforces discipline and corrects poor performance.
  • Responsible for training and developing their workforce through both formal and informal training programs, mentorship programs, and a productive counseling program.

Specialized Experience For GS-15

One year of specialized experience which includes: (1) conducting planning analysis in accordance with "Principles and Guidelines for Water and Related Land Resources Implementation Studies" (2) Facilitate planning of Civil Works water resources projects consistent with laws and regulations. (3) Providing guidance on complex policy and technical issues impacting a Civil Works program. (4) Mentor and develop employees during the evaluation and implementation processes and (5) Build relationships with stakeholders within the local, regional, or national level to effectively achieve outcomes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-14).

You will be evaluated on the basis of your level of competency in the following areas:

  • Technical Competence

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
