The Air Force Civilian Service (AFCS) is looking for Full-Time General Engineer (NH-0801-03) to work at Air Force Materiel Command (AFMC) in the 78 ABW at Robins AFB in Warner Robins, Georgia. This federal job offers a rewarding and exciting career with benefits.

Who May Apply: U.S. CitizensIn this position you will provide: engineering advice, planning, and reviewing services on specific problems, projects, and programs in Energy Management best practices to effect a reduction in energy usage and energy intensity on the facility through energy audits and development of energy reducing solutions.

Major Duties

  • Provides complete facility planning and programming for assigned projects by establishing facility and infrastructure requirements critical for mission accomplishment; proposing the most effective and economical means of satisfying those requirements; identifying the year in which they will be required; and acquiring both the authority and resources necessary to meet facility requirements identified by the planning process.
  • Works with organizational managers and budget personnel to obtain and verify information used to justify and gain Congressional funding approval for proposed facility programs/projects. Determines the validity, feasibility, achieve-ability, and efficiency of proposed projects based on constraints related to scheduling, cost, manpower, etc. Develops programming documents for Air Staff approval and/or Congressional notification.
  • Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineer, and the AF Civil Engineer Center. Applies knowledge of other disciplines to determine coordination required ensuring all design, construction, land-use, or operations considerations have been addressed. Conducts briefings and presentations of the progress/status of programs/projects to the installation facility board and higher reviewing activities.
  • Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Uses computers/computer software such as information management and project tracking programs to solve engineering/architectural problems. Uses Facility Engineering computer software such as Computer Aided Design and Drafting (CADD) programs to ensure project design submittal and proposals meet programmed project design parameters. Keeps current on relevant software applications and seeks new applications to facilitate work.

Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Ensures federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities.

Additional Position Requirements

Bachelor of Science degree in Engineering from an Accreditation Board of Engineering and Technology (ABET) accredited college or university. A master’s degree or higher in engineering is desirable.

Knowledge, Skills, And Abilities (KSAs)

  • Knowledge of a broad range of professional engineering concepts, principles, practices, techniques, and methods in building design and construction process, and an extensive familiarity with engineering disciplines; knowledge of aesthetic and functional design techniques; preparation of preliminary drawings, sketches, and construction drawings; and a broad range of architectural and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and

regulations.

  • Knowledge of a broad range of program planning and budgeting cycles, financial control and budget systems, and management; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; and automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
  • Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
  • Ability to use initiative and resourcefulness to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
  • Ability to plan, lead, and record site/facility surveys and inspections.
  • Ability to plan, lead and organize work and coordinate with other engineering disciplines; and to communicate effectively, both orally and in writing and maintain good working relations in a persuasive manner as a senior engineer.
