DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT

This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The Division of Homeland Security and Emergency Management (DHSEM) is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

About The Work Unit

The Watch Center component operates 24/7 and supports CDPS leadership as well as other partners with overall situational awareness and real time information collection, dissemination and analysis during a critical incident affecting Colorado and is the main point of intake and notification of incidents, and emerging threats for the Department, and petitions for Extreme Risk Protection Orders (ERPO). The goal is to maintain situational awareness of any event or incident—either natural or man-made—that may require a state response or be of interest to state-level leadership. Assigned analysts also provide tactical support for local partners upon request.

Safe2Tell Colorado is a school safety prevention program administered by the Colorado Attorney General's Office. Safe2Tell tips are received from across Colorado and sometimes the nation. Tips are received via phone, web, or mobile app and are anonymous. Anonymity of the tipster is protected by statute. The tips are disseminated to schools and law enforcement by CDPS DHSEM Analysts. Safe2Tell operations are 24/7.

All Threats Intelligence Unit: is responsible for the receipt, review, analysis and dissemination of threat and hazard related information and intelligence. The unit produces reports for law enforcement and non-law enforcement personnel for the purpose of information sharing on criminal acts, acts of terrorism or terrorism threats.

The Colorado Preventing Targeted Violence (CO-PTV) Program is a multidisciplinary public health informed approach to targeted violence prevention that works to equip communities with the tools to prevent targeted violence through awareness and education, building trusted partnership, and providing continued support to assist in local prevention efforts.

The infrastructure protection and cyber-security programs promote greater resiliency of government, non-government, and private-sector facilities, systems, assets, and employees through an array of prevention, protection, mitigation, response and recovery strategies designed to deter, delay, detect and defend against human threats and technological hazards, while reducing the impact of natural hazards. The programs also provide a range of technical assistance to enhance their security posture and preparedness against all-hazards. Through the development and maintaining of public-private partnerships and ongoing support of state government agencies, the programs aims to expand information sharing opportunities, enhance data collection and threat reporting to produce actionable intelligence, provide training and awareness, and adopt a layered, defense-in-depth strategy to assure the resiliency of Colorado communities and Colorado state government infrastructure. Under the CIAC’s Infrastructure Protection program, The Whole of State initiative for critical infrastructure allows the State of Colorado to actively maintain an inventory of critical infrastructure nodes and facilities in the state, and maintain a database of this inventory that is utilized by numerous emergency management officials during significant emergency events. Cybersecurity analysts support Colorado’s Whole of State cybersecurity effort to make Colorado the most resilient state against cyber-attacks across several areas of focus. Specifically, the Cyber Team works to identify and investigate emergency threats and vulnerabilities to the SLTT, critical infrastructure and private sector communities; provides timely, accurate, and actionable information; supports the sharing of best practices within and between sectors with regards to enhancing cyber protections; and offers technical assistance and coordination support specific to cyber assessment support, incident response support, and cyber program maturity growth.

About The Position

This position provides administrative support to the Office of Prevention and Security (Colorado Information Analysis Center (CIAC)) and the Director of the Division of Homeland Security and Emergency Management as necessary.

Duties Include (but Are Not Limited To)

Administrative Support and Coordination

Provides administrative support to the Office of Prevention and Security (Colorado Information Analysis Center (CIAC)) and DHSEM Division Director and other offices within the division as necessary. Greet and assist onsite visitors and CIAC Staff. Frequently interacts with staff and partners in the CIAC to enhance customer service to internal and external stakeholders. Provides professional and welcoming customer service-oriented behaviors and administrative and technical support as needs arise. Performs data entry and manages calendar invites and assists with hosting meetings, setup and provides refreshments as needed. Develops and implements procedures to keep the storage room and supply cabinets organized and well maintained; and ensures proper operation of common office equipment such as copiers, and shredders. Maintain Fleet/Pool Car for the CIAC to include scheduling maintenance and keeping records up to date. Perform notary duties for the CIAC as they arise. Know, understand and implement policies and procedures for the division. Due to access to HR-related information and processes, this position requires discretion and maintenance of confidentiality when appropriate.

Purchasing and Procurement

Orders operating supplies and services by coding and entering CORE transactions/requisitions and ensures office equipment is properly maintained. Forecasts operating budget by gathering and analyzing historical data to determine future budget allocations. Monitors spending. Verifies and maintains account receivable and account payable transactions. Reconciles operating budget and documents grant expenditures if applicable. Maintains precise accountability of all financial transactions and keeps the Director and Division Budget Director appraised of budget matters. Conducts inventory of supplies and orders supplies as necessary to ensure continuity of operations.

Experience

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)

Five (5) years of relevant experience in an occupation related to the work with activities that include customer service, data entry, ordering supplies, inventory.

OR

Education And Experience

A combination of related education (Associate's degree or Bachelor's degree) and related experience with activities that include customer service, data entry, ordering supplies, inventory equal to five (5) years.

CONDITIONS OF EMPLOYMENT

  • Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.
  • A valid driver's license required, in lieu of a driver license, must be able to independently complete any travel required for the position.
  • Must be a resident of Colorado.

Monday - Friday (5-8hours days), 3 days in office, 2 days remote
