The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards the smallest jail system possible without compromising public safety. DOC is solely responsible for maintaining a safe and secure environment for staff, visitors, volunteers, and people in custody inside our jails. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. DOC operates facilities and court commands across the five boroughs with over 7,500 diverse professionals and knowledge experts.

Reporting to the Deputy Commissioner of Finance, who oversees an operating budget of over $1 billion, the selected candidate will be an integral member of the Division’s core leadership team and will be responsible for oversight of several key business units (Budget and Revenue Unit, Capital Budget Unit, Financial Management and Budget Analysis, Financial Services Division, and Riker’s Island Central Cashier), within the Department that provides support to ensure the efficient delivery of services and maintain compliance standards at the Federal, State and local levels.

Primary Responsibilities include, but are not limited to assisting with:

  • Overseeing the Department’s financial analysis and reporting instruments.
  • Preparing budget testimonies and budget briefing materials for public hearings with the Commissioner and City Council.
  • Forecasting and monitoring overtime expenditures and working with Commands and oversight agencies to stem expenditure.
  • Oversight of PS and OTPS budgets to advance the Department’s primary initiatives and overall priorities, taking steps to re-prioritize needs.
  • Serving as the primary liaison with OMB, City Council Finance, and other external stakeholders.
  • Advising the Deputy Commissioner and senior level management on resource allocation and funding prioritization decisions, ensuring that funds are appropriated to fulfill the agency's core mission and competing priorities.
  • Coordinating all budget submissions to the Office of Management and Budget (OMB); managing the preparation, review and submissions of Financial Plans, Capital Commitment Plans, working closely with both internal and external stakeholders.
  • Examination of critical priorities, identifying risks and ensuring appropriate strategies are in place to produce good outcomes.
  • Advising the Commissioner and other senior executives on budgetary matters.
  • Representing the Deputy Commissioner and Commissioner at meetings with Federal, State, and City Officials and national stakeholders when required.
  • Engaging and motivating staff in achieving the overall goals of the Division and the Department.

Minimum Qualifications

  • A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
  • A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
  • A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.

Preferred Skills

  • Strong financial modeling, planning, and reporting experience and skills. - Ability to communicate highly complex information clearly and succinctly, both orally and in writing. - Strong negotiation skills and the ability to work effectively and build relationships within all levels in an organization. - Ability to adapt to rapid change, multi-task, and meet restrictive deadlines. - Excellent verbal and written communication skills, as well as strong listening skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
