The Environmental & Water Resources Department is currently recruiting for one (1) Senior Water Utility Worker to join the Water Meters Division.Â

Under the direction of the Utility Maintenance Supervisor, the Senior Water Utility Worker leads crews involved in the construction and maintenance of pipelines, and in the performance of duties in water maintenance operations, water utility projects, water utility trench excavation, pipeline repair, and meter installation and repair work.

DISTINGUISHING CHARACTERISTICS

The Senior Water Utility Worker is the lead-worker level in the Water Utility Worker class series. Incumbents provide direction to lower level staff including assigning, and reviewing work. The Senior Water Utility Worker is distinguished from the Water Utility Worker III by the independence with which they perform their duties of handling the most difficult and complex work. This class is further distinguished from the Utility Maintenance Supervisor in that the latter performs full supervisory duties.NOTE: The following are duties performed by employees in this class. Â Duties listed are not meant to be all-inclusive. Other duties may be required as assigned.

  • Lead, plan, coordinate, and oversee the work related to water maintenance operations and
  • Oversee and participate in performing a variety of duties associated with the installation, maintenance, and repair of the water distribution system and non-potable water system including: main line repair, service line installation, replacement, and repair; main line valve installation, replacement and repair; water main line flushing; pipe cutting; line tapping; water meter installation, replacement, repair and testing; and main line and hydrant valve turning and flushing.
  • Operate a variety of tools and equipment including backhoes, dump trucks, jackhammers, pavement saws, compressors, pneumatic tools, and hand and power tools; load and unload vehicles and equipment.
  • Assist in the inspection, repair, removal, and installation of pumps, motors, and other equipment.
  • Verify the work of assigned staff for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
  • Respond to exceptional and/or non-routine public inquiries and to service requests from the public relating to stoppages and main repairs.
  • Assist contractors and inspectors working on new construction and/or repairs.
  • Assist in the development of formal reports to city officials.
  • Attend and participate in professional group meetings.
  • Maintain safe traffic control around work areas.
  • Participate in standby duty or emergency calls on a rotating basis.
  • Perform related duties as assigned.

Knowledge of

  • Basic principles and practices of planning, and scheduling work.
  • Pertinent Federal, State, and local codes, laws, and regulations.
  • Principles and practices of operations, services, and activities of water distribution systems.
  • Methods, techniques, tools, and equipment used in the construction, maintenance, and repair of water systems including pump stations.
  • Principles and practices of hazard and safety management.
  • Principles and practices of technical training and record/report writing.
  • Common word processing, spreadsheets, and database software packages.
  • Confined space entry practice.

Ability to

  • Oversee, organize, and review the work of assigned staff.
  • Interpret, explain, and enforce department policies and procedures.
  • Read and analyze technical procedures or governmental regulations.
  • Read and interpret blueprints, diagrams, and drawings.
  • Present information and respond to questions from supervisors, crews, clients, customers, and the public.
  • Operate equipment used in water and sewer maintenance and treatment.
  • Perform basic calculations using concepts of basic algebra and geometry.
  • Troubleshoot and solve practical problems by evaluating information and comparing alternatives leading to sound decisions.
  • Read and interpret gauges, recording devices, and other monitoring equipment reflecting operations and making necessary adjustments.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Effectively communicate verbally and in writing.
  • Enter confined spaces.

Education

Equivalent to the completion of the twelfth grade.

Experience

Five years of full-time experience in the maintenance, construction, and/or repair of wastewater collection systems, water treatment plant operations, or underground water distribution facilities.

License, Certificate, Registration Requirements

  • Possession of, or ability to obtain and retain within six (6) months of hire, a valid Water Distribution Operator D4 certificate issued by the California State Water Resources Control Board.
  • Possession of or the ability to obtain and retain a California Class C driver license by the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
  • Positions may require possession of, or ability to obtain and retain a valid California Class B driver license by the time of appointment.

Physical Requirements

Primary functions require sufficient physical ability and mobility to work in a field environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movements in the performance of daily duties; to climb unusual heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 50 lbs; to operate assigned equipment and vehicles; and to verbally communicate to exchange information. Vision: See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction.

Working Environment

Work is performed in an outdoor field environment in inclement weather conditions; exposure to noise, unpleasant odors, chemicals, and other environmental substances; Â work in or around water; travel to and from various job sites; exposure to hazardous traffic conditions.

Other Requirements

Must be willing to work weekends, holidays, and shifts.
