Job Description

This position is dependent upon the passage of the 2024 bond initiative and will be funded for approximately 4 to 5 years. Assists in the development, procurement, and management of all aspects of the 2024 $490 Million Bond for all projects and capital expenditures to ensure all educational, safety, technical, and facility code requirements and District standards are met in accordance with the approved bond plan and schedule and approved budgets. Serves as the primary contact between various governmental agencies, elected officials and related entities concerning bond projects; ensures effective communication and the fostering of positive relationships to support the District’s strategic bond objectives. Manages reporting and presentations to the District’s Mill Bond Oversight Ad Hoc Committee, Long Range Planning Committee, Fiscal Oversight Committee, Board of Education, community, and District stakeholders.

Minimum Education Or Formal Training

  • Bachelor’s degree in Construction Management, Engineering, Finance or related field

Supervisory Duties

  • Potential supervisory duties of District staff and Owner’s Representative(s) employees may be required.

Essential Environmental Demands

  • Assignments could include being in the elements and could include heat, snow, rain, and other weather-related conditions.
  • May require travel in and around Denver metro area using personal vehicle.

Responsibilities

Position Specific Information (if Applicable):

Effectively relate and work with people of varied academic, cultural, and socio-economic backgrounds, displaying tact, diplomacy, and courtesy.

Assist District staff in the development of project and capital program budgets.

Represent the District to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

Attend school, community and civic meetings on behalf of DCSD to present information, receive community input, and advocate for the District.

Perform additional related duties as assigned or requested.

Monitor and report actual and forecasted expenditures for all projects and capital programs as compared to approved budgets, and coordinate approval by the Chief Operations Officer and Chief Financial Officer for corrective actions needed to remain within the approved budgets or for use of contingency funds.

Coordinate with District staff to ensure all bond projects and equipment purchases meet all educational, safety, technical and facility code requirements and District standards.

Coordinate with District staff to plan project scopes of work and costs, and equipment expenditures, within approved budgets.

Coordinate all bond related responsibilities with the 2024 Bond Owner’s Representative Program Director(s) and/or employees directly if the District utilizes one or more Bond Owner’s Representative(s) firms.

Coordinate with District staff and manage the scheduling, procurement, execution, and reporting for all bond projects and equipment purchases

Create reports and present regular updates to the District’s Mill Bond Oversight Ad Hoc Committee and to the Board of Education, and stakeholders as needed on the status of the 2024 Bond, including the schedule and financial status of projects and capital programs, including budget, actual and forecasted costs.

Assist District staff in the development of contractor bid packages for capital improvement projects, security infrastructure projects, Fixtures, Furniture and Equipment for new school construction and school additions, and vehicles purchases.

Maintain and report the bond draw schedule to the Chief Financial Officer, and coordinate with District staff any schedule adjustments as needed.

  • All salary amounts listed above are based on a full-time (1.0) FTE. If applicable, part-time salaries will be prorated according to the assigned FTE.
