Duties

  • Support the Laboratory Manager with the development of testing laboratory goals and operation plans.
  • Conduct laboratory testing to determine the engineering properties of soils, rock, concrete, concrete aggregate, and asphalt aggregate.
  • Determine priorities for the work performed by the testing laboratory.
  • Assure the establishment of testing procedures and standard operating procedures for all testing requirements.
  • Responsible for ensuring a clean, well-organized and responsible testing operation, and prompt, accurate test reports.
  • Perform testing with minimal oversight using own initiative to develop detailed plans given general objectives.
  • Responsible for adherence to all safety rules and regulations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be qualified to drive Government vehicles in accordance with Corps of Engineers standards.
  • This position requires Temporary Duty Travel (TDY) of 10% of the duty time.
  • May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-09 grade level, you must have:

Specialized Experience: One year of specialized experience which includes assisting in laboratory testing of soil, rock, and concrete materials; reviewing reports or other documentation as assigned/required; using office automation equipment and related programs as well as laboratory logbooks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08)

To qualify at the GS-10 grade level, you must have:

Specialized Experience: One year of specialized experience which includes performing laboratory testing of soil, rock, and concrete materials; reviewing reports or other documentation as assigned/required; conducting field inspections to include quality control inspection of facilities/operations in the field office; using automation equipment and related programs as well as laboratory logbooks This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09)

To qualify at the GS-11 grade level, you must have:

Specialized Experience: One year of specialized experience which includes coordinating, directing, and/or performing laboratory testing of soil, rock, and concrete materials; documenting test borings; coordinating data documentation and conducts field inspections to include quality control inspection of facilities/operations in the field office; preparing reports or other documentation as assigned/required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10)

You will be evaluated on the basis of your level of competency in the following areas:

  • Geotechnical Engineering
  • Quality Management
  • Soil Science
  • Technical Competence

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent:

Must have 52 weeks at the GS-08 for the GS-09 grade level

Must have 52 weeks at the GS-09 for the GS-10 grade level

Must have 52 weeks at the GS-10 for the GS-11 grade level

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
