The Institute for Intergovernmental Research (IIR) is a Florida-based, nonprofit corporation specializing in criminal justice (law enforcement focus), homeland security, and public health/behavioral health issues.

America's substance use crisis is a public safety and public health emergency that threatens the well-being of individuals who use and misuse drugs as well as their families, communities, and, ultimately, the nation. The Office of Juvenile Justice and Delinquency Prevention's (OJJDP) Opioid Affected Youth Initiative (OAYI) supports the efforts of states, communities, tribal jurisdictions, nonprofit organizations, and institutions of higher education to provide integrated services supportive of youth and their families. OAYI supports states and communities to develop and implement effective, data-driven, and coordinated responses to opioid abuse-related challenges and other substance use disorders that impact youth and community safety. OAYI also strives to include the voice of youth in program development through the use of youth advisory boards and subject matter experts working directly in youth services.
