Program Manager 1A- ARPA Funds Manager:

The Office of Aging and Adult Services (OAAS) has an opening for a Program Manager 1A (AS-620). This position will be located at the OAAS headquarters office in Baton Rouge, Louisiana. The incumbent in this position will be responsible for overseeing American Rescue Plan (ARPA) funds throughout OAAS.

The incumbent will serve OAAS in this position by assisting in forecasting and tracking ARPA funds, providing reports and updates on programmatic expenditures, and serve as contract monitor where needed.

The incumbent will support the programmatic needs OAAS that utilize these funds. The incumbent will report directly to the Executive Communications and Administrations Manager and will support needs of the supervisor. In that capacity, the incumbent may be required to support OAAS engagement in community events and LDH employee engagement events. The expectation for this role is to support the OAAS’s utilization of ARPA funds.

The functional areas of work are largely administrative in nature. The incumbent will interface with programmatic and administrative staff, with an objective of ensuring that those utilizing ARPA funds are supported and that the funds being used in OAAS are being used at an optimal level of service and support to our population.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional level experience in administrative services, economics, public health, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; public relations; counseling; social work; psychology; rehabilitation services; economics; statistics; experimental/applied statistics; business, public, or health administration.

A Juris Doctorate will substitute for one year of the required experience.

A master's degree in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for one year of the required experience.

Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for two years of the required experience.

NOTE:

Graduate training will substitute for a maximum of two years of the required experience.

NOTES:

Health services include all services dealing with the diagnosis and treatment of disease, or the promotion, maintenance and restoration of health for sick or injured individuals.

Examples of public health jobs include sanitarian, public health engineer and public health epidemiologist.

NOTE:

Any college hours or degree must be from an accredited college or university.

Examples of Work

ESSENTIAL FUNCTIONS:

60% Management of ARPA funded initiatives

  • OAAS lead for ARPA project execution; Serves as liaison for agency on statewide task forces, work groups, councils, and coalitions related to the ARPA initiatives.
  • Works closely with programmatic leads to ensure appropriate support.
  • Supervises the coordination of research, analysis and policy management activities related to statewide social service programs funded through ARPA funding.
  • Develops current and long-range plans, policies and procedures for administering the statewide programs funded by the ARPA initiative.
  • Drafts and finalize contracts and Memorandums of Understanding (MOU); monitors/manages budgetary and programmatic aspects of those agreements assuring compliance with requirements/deliverables of the ARPA spending plan.
  • Approves contract invoices related to the ARPA initiatives. Expected agreements include an MOU, between the Governor's Office of Elderly Affairs and OAAS and contracting for outsourced program management for transitional meals and dental service projects.
  • Revises rules, regulations and procedures to meet changes in law or policy as req ARPA funding initiatives.
  • Develops, coordinates, monitors revenues and expenditures; formulates budgetary projections related to the ARPA initiative.
  • Directs the preparation of detailed reports to show progress and compliance with ARPA funding.
  • Responds proactively to audit findings, programmatic challenges and issues; coordinates responses and reports to auditors and federal/state governmental entities.
  • Conducts audits to assess compliance with ARPA funding.
  • Provides reporting to Senior Executive Management staff in order to facilitate decision-making and overcome organizational barriers identified in advancing the ARPA initiatives.
  • Supports communication and coordination between internal and external stakeholders.
  • Ensures that project implementations plans are completed timely.
  • Conducts process analysis and implement changes to program processes as required.
  • Use project management tools such as Excel, Visio, SharePoint, Microsoft Project, and Monday.com to prepare, circulate, revise and disseminate necessary project documents.

15% Community Engagement

  • Provides engagement, support and planning for OAAS to participate in LDH community events.
  • Provides engagement, support and planning for LDH employee engagement events.
  • Conducts research for evidence based practices on expanding HCBS funding opportunities.
  • Drafts and finalize contracts and Memorandums of Understanding; monitors/manages budgetary and programmatic aspects of those agreements assuring compliance with requirements/deliverables of community engagement activities as necessary. Approves contract invoices related to same activities.
  • Manages, advises, and coordinates assigned priority projects.
  • Develops presentations, reports, talking points, briefs for use by OAAS Executive Team.
  • Makes presentations on behalf of OAAS.

15% Training

  • Oversee the development and implementation of uniform, interactive, online, evidenced-based, licensing rule compliant, comprehensive direct service worker training to be available to all current direct service workers to ensure quality of content and consistency across training topics.

5% Responds to and supports LDH and OAAS Executive Team during disaster activation.

5% Other duties as assigned
