Basic Purpose Of Position

Under the general supervision of the Deputy Chief Executive Officer, this position is responsible for developing, coordinating, directing, and administering policies and procedures relating to all phases of government relations and grants administration. This individual will act as a liaison with other governmental entities responsible for transportation and legacy economic development activities. Directs and oversees grants preparation, administration and compliance.

Major Responsibilities And Duties

DESCRIPTION OF TASK

Manages the activities of a professional staff tasked to deliver world class service in the areas of governmental relations and grants administration. This includes hiring, training, motivating, counseling staff and reviewing performance of staff reporting to the Director.

Plans and implements policies and procedure programs. Develops grant funding strategies to achieve the objectives and priorities of the Government Relations Department to align with the strategic goals and objectives of the DRPA. Evaluates existing programs, services, and procedures to establish methods for implementation of programs that impact government regulations. The Director develops comprehensive advocacy strategies to maximize major federal funding for PATCO and DRPA.

The Director develops and executes the Congressional relations strategy by developing relationships with key members of Congress and their staffs, to achieve the DRPA/PATCO policy goals. Develop lobbying strategies as appropriate.

Represents the Authority by presenting information, observations, opinions, and arguments to federal, state, and local legislative and regulatory agencies, other organizations and individual legislators, whose actions might affect the organization’s interests. Represents the Authority in town meetings or municipal board meetings when relevant business is discussed. Participates in the federal legislative delegation in Washington, DC.

Maintains a rapport with all regulatory and other interested groups on behalf of the Authority’s transportation accountability.

Identifies issues by meeting with special interest groups to determine legal requirements and policies.

Complies with legal requirements by enforcing company policies, procedures and regulatory requirements.

Participates with area service and civic groups to gather information and seek support of these groups on behalf of the Delaware River Port Authority and PATCO.

Researches government and public affairs issues by monitoring and tracking legislative, regulatory, and public affairs information

Develops and maintains current knowledge of government relations principles and practices. Maintains regulatory information by distributing new laws and regulations, coordinating information with applicable departments about changes and responding to requests for current and updated regulatory information.

Acts as staff liaison to governmental agencies by providing information regarding the services the organization provides to enhance the image of the Authority and advance its objectives

Establishes, coordinates, and maintains reports that are informative and civic facing.

Develops recommendations for the Authority relative to government relations.

Develops and presents an annual budget to accomplish the department’s financial objective by controlling expenses in conjunction with the Finance Division.

EDUCATION/TRAINING

Required

  • High School Diploma or General Education Degree (GED).
  • Bachelor’s degree in Business Administration or Public Administration OR 7-10 years’ experience in government or public administration.
  • 5 years of managerial and/or supervisory experience.
  • Training and experience in Microsoft word and spreadsheets.

Preferred

  • Master of Business Administration or Public Administration.
