Basic Purpose Of Position

Oversees all highway infrastructure requirements for all bridge facilities, including roadway surfaces, right of way property grounds, occupied buildings, maintenance and protection of traffic, and oversight of general specialized equipment, including but not limited to, barrier machine systems, roadway sweepers, swap loaders and other equipment as well as equipment technology. Supervises Construction and Maintenance Mechanics. Maintains a safe and satisfactory environment for employees and patrons.

Major Responsibilities And Duties

DESCRIPTION OF TASK

Creates, plans and manages work orders using the Authority's work order management system (e.g. SAP EAM) to electronically track assignments and progress of same.

Plans, assigns and supervises Construction and Maintenance Mechanics performing maintenance of roadway surfaces, property grounds, right of way, building environments and operations of heavy specialized equipment and construction related vehicles. Inspects and evaluate status of property grounds, roadway surfaces and building environments for proper maintenance requirements.

Plans, prepares, presents and monitors daily work schedules/activities including but not limited to shift changes, overtime and relocation of personnel to ensure a smooth transfer of personnel to different projects, tasks and bridges. Initiates and oversees work order management with asset management software.

Checks on progress of assigned and contracted work and inspects for compliance and completion. Provides instructions as necessary. Provides reports on in-house and outside contract work (cost, progress, inspection): monthly reports on projects, on-going and completed; personnel time, daily work schedules; injury records; bridge repair worksheets.

Initiates requisitions and inventory for material, equipment, services, and supplies stored and used, including recommending procurement of special equipment. Sets up new product line demonstrations with vendors. Participates in the preparation of annual budgets, (capital and operating), for materials, equipment and services to conform to budgetary and time requirements.

Performs traffic management functions including oversight of traffic control systems and moveable barrier wall systems related to construction and maintenance projects and coordinates with Public Safety and other departments as necessary. Implements and oversees, in conjunction with the Construction & Maintenance Manager, the safety program to formulate and enforce safety procedures and guidelines. Performs all functions within the Construction & Maintenance Department in extreme emergencies including but not limited to weather response, accident/incident response and clean-up or special occasions.

Recommends and implements the appropriate corrective action to property, roadway surfaces, and building facilities to ensure conformity with quality and safety standards. Participates with other DRPA departments to ensure the remedy of a problem or completion of a project in a timely and economical manner.

Assists in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity and using all required personal protective equipment.

Creates 1, 5, and 10 year maintenance schedules to identify deficiencies, improve performance, increase efficiency or reduces costs.

Hears grievances to ensure proper labor relations and ensures compliance with the contract between DRPA and the represented collective bargaining unit. Recommends rewards, discipline and training for all Construction & Maintenance Mechanics under his or her supervision. Ensures compliance with policy, rules and regulations. Conducts employee performance reviews.

Involved in formulating skills and abilities test and the testing process. Evaluate skill levels of work force and makes recommendations regarding the need for training. Assist HRS with reviewing employee applications for minimum qualifications for employment, participate on interview panel, and complete write-ups after interviews. Plans, delegates and monitors completion of tasks and special projects. Provides recommendations to hire, review, train, motivate and counsel staff reporting to position.

Performs Other Related Duties As Required And Assigned.

This is a safety sensitive position and is subject to all provisions of the DRPA/PATCO Substance Abuse Testing and Control Policy including random drug testing and periodic physical testing requirements and the federally mandated CDL Drug and Alcohol random testing requirements.

Supervisory Responsibilities

Construction & Maintenance Mechanic

Education/Training/Experience

Required:

  • High school diploma or general education degree (GED).
  • 12 years of general industrial facility maintenance; AND 5 years of cumulative experience in the area of property grounds maintenance, roadway surface maintenance, building occupancy maintenance and traffic control, all related to a bridge facility and exposure to or work with the following trades: Electrical, HVAC & Plumbing, bridge maintenance (rigging, welding, carpentry, etc.) and heavy equipment operation.
  • To perform this job successfully, an individual should have knowledge of spreadsheet software and word processing software.
  • This position requires a current Commercial Driver’s License (CDL) Class A or B with air brakes and tanker endorsement from the state of New Jersey, Pennsylvania, or Delaware. Applicants who lack the appropriate CDL at the time of application, but who otherwise are deemed qualified for the position may be considered. If the selected candidate does not have the appropriate CDL at the time of selection, he or she must obtain said CDL within the orientation period. Failure to provide proof of the CDL, which is required to perform the essential duties of the job, for any reason within six (6) months from the candidate date of hire will result in the immediate termination of employment.

Desired

  • Bachelor’s Degree from an accredited college or university OR equivalent experience.
  • Class A or B CDL license with air brakes and tanker endorsement from their state of residence.
  • At least 8 years’ experience in property grounds maintenance, roadway surface maintenance, building occupancy maintenance and traffic control all related to bridge facility.
  • Experience in preventative maintenance, property grounds and occupied building maintenance, and roadway surface maintenance, especially in the supervision and operations of heavy specialized and construction related vehicles.
  • 5 years of experience in traffic management at a toll facility related to construction and maintenance projects.
