Credence Management Solutions, LLC (Credence) is seeking a Systems Safety and Risk Manager at the Senior level to support our the C2ISR Division requires infrastructure/enterprise support that oversees, assists, and advises the Division on a wide array of functions and tasks that support successful LCM to reach mission performance goals. The infrastructure/enterprise support defined in this PWS enables the C2ISR Division to execute LCM tasks that are on budget, on schedule, and meet performance requirements with minimal or no risk to mission success. The infrastructure/enterprise support works directly with the Division and Branch leadership to ensure business processes successfully executed and adhered to, that Division programs are compliant with law, regulation, and policy, and that program data is properly defined, documented, and utilized to meet mission need.

The A&AS Contractors supporting this program ensure consistency in Division policy, serve as Quality Assurance (QA) to ensure programs are meeting law, regulation, and policy directives, and ensure the successful execution of both Acquisition personnel shall provide contracting, financial/cost management, QA assistance, program integration, facility management, security program administration, administrative, clerical and management assistance, and logistics management A&AS as required by the Government.

The Systems Safety and Risk Manager shall provide the support necessary to run an effective risk management program for the C2ISR Division. The Contractor shall establish and apply integrated enterprise-wide decision structure for the RMF IAW applicable law and policy including but not limited to DoDI8510.01, RMF; DAFPAM90-803, Risk Management and Internal Control Program Procedures; DAFPD65-2, Financial Management Risk Management and Internal Control Program. It should be noted that risk management includes both program, personnel, and technical risk.

Provide technical expertise for system safety engineering IAW the current version of MIL-STD-882, DoD Standard Practice, System Safety, integrating technical processes, applying engineering and management principles, criteria, and techniques to help programs identify their design-related hazards and devise ways to mitigate the risks associated with them. If residual risks cannot be completely eliminated, system safety engineers advise on implementation of the Risk Acceptance process, thereby achieving acceptable mishap risk, within the constraints of operational effectiveness and suitability, time, and cost, throughout all phases of the system life cycle. It should be noted that while C2ISR does not currently have any aircraft programs, the current program portfolio does integrate with aircraft systems which may impact our safety and risk management program.

  • Establishes and effective systems safety and risk management program compliant with all applicable law, policy, and guidance.
  • Effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, plans, etc.
  • Plan, research, analyze and assess system risks in terms of development, production and deployment of weapons systems and associated equipment; formulate plans and recommend effective strategies in managing risks.
  • Support risk management boards, PMRs, senior level meeting/reviews and IMP/IMS reviews.
  • Contractor shall be able to support and develop various briefings/schedules of program status and acquisition tasks to senior management.
  • Identify, define, manage, and track program and technical risk IAW applicable acquisition law, policy, and organizational guidance.
  • Work with team members, both internal and external, to ensure risk is appropriately identified, categorized, tracked, and resolved as it relates to C2ISR weapon systems and programs.
  • Active TS/SCI security clearance required.
  • Minimum Recommended Education and Experience
    • Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in DoD acquisition.
    • Or, bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in DoD acquisition.
    • Or, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in DoD acquisition.
  • The Contractor shall have comprehensive knowledge of principles, policies and practices of systems acquisition and program risk management, as well as knowledge of roles and relationships within the DoD and the AF.
  • The Contractor must have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition risk management.
  • Contractor has the knowledge of risk management activities that assist the PM in assessing program risk and be able to recommend viable solutions to problems and the pursuit of alternative courses of action.
  • Experience in technical processes related to AFMCI 63-1201, Life Cycle Systems Engineering is required.
  • Perform hazard identification, hazard training and risk assessments for all aspects of the weapon system
  • Prepare, review, and analyze OSS&E baseline documentation
  • Prepare, review, and analyze Environmental Safety and Occupational Health and Programmatic Environmental Safety and Health Evaluation,
  • Review and analyze Safety Hazard Analyses, System Safety Plans, SOW/PWS, CDRLs, and other program documentation
  • Participate in System Safety Working Groups
  • Required Experience and Skills
    • Relevant experience is a history of managing AF Systems Safety programs in a LCM capacity to include the generation of system safety plans, program documentation, creating hazard identification and course of action plan development, and being responsible for safety hazard analyses
Recommended Professional Qualifications

  • A bachelor’s degree from an ABET accredited school in Engineering or Computer Science is preferred but not required
  • Systems Engineering Qualification is preferred but not required


Required Professional Qualifications

  • Acquisition Qualification is required
  • Risk Management training is required
    • Defense Acquisition University credential CACQ 004 Introduction to Risk, Issue, and Opportunity Management; or
    • Commercial Risk Management training from the Risk Management Society (RIMS.org), the Program Management Institute Risk Management Professional certification (PMI.org), or other commercial industry organization

  • Able to ascend/descend stairs as required
  • Able to move equipment not to exceed 25 lbs as needed
