Summary

The Learning & Development Manager is responsible for managing the development, implementation, and revision of a wide scope of training courses and career development programs by utilizing a systems approach to training (SAT) and the ADDIE process. Course development involves, but is not limited to, occupational safety, industrial hygiene, radiological controls, emergency management, and other leadership and management disciplines.

Responsibilities

  • Performs project, task, and job specific needs analysis, evaluation of safety and health controls in accordance with OSHA 29 CFR 1910 and 29 CFR 1926, along with 10 CFR 830, 10 CFR 835, and 10 CFR 851 requirements, along with other regulatory requirements and LMS specific policies and procedures.
  • Develops training program in accordance with ANSI Z490.1, Safety Training.
  • Analysis and correlation of mandatory knowledge, skills, abilities, training, qualifications, and competencies to meet program requirements. This includes logistical support, project planning, course development, delivery, evaluation, process measurements, selection of third-party vendors, and cost management surrounding the design and development of plans, procedures, and programs to meet specific training needs and problems.
  • Performs comprehensive review, to include the drafting, writing, and analysis of regulations and audits of programmatic training documents in contrast with DOE policies and procedures regarding safety and health, emergency management, business, operations, asset management, environmental compliance, and other site related activities to communicate learning opportunities and requirements to employees and stakeholders.
  • Implements the requirements of DOE Handbook DOE-HDBK-l078-94; DOE Standards DOE STD-l060¬93; ANZI/OSHA training requirements; and other DOE orders and policies.
  • Leads the development and execution of all Legacy Management Support (LMS) program learning and development, training, communication of educational and learning materials, and other requirements for contract employees, all subcontractors, and courses for the US Department of Energy’s (DOE) Office of Legacy Management (LM), Legacy Management Support program.
  • Directly manages Learning & Development employees, indirectly manages training points of contact at LM sites; responsible for the qualification and oversight of an instructor workforce across the continental US; responsible for budgeting and scheduling all milestones, deliverables, and work packages.
  • Directs the management, use, and maintenance of a learning management system, to provide formal adult learning using the ADDIE/SAT approach.
  • Assesses the productivity, effectiveness, and efficiency of training operations; analyzes and assigns work projects, while maintaining workflow, effectiveness, and efficiency of the training program objectives.
  • Works with SMEs, stakeholders, and other interested parties to develop and maintain quality adult learning environment.
  • Establishes criteria to measure training effectiveness, identifying leading and lagging indicators for quality control, while assessing organizational effectiveness, goals, and changes in operations to meet growing needs.
  • Leads the continuous development and improvement of all training materials and instructional design processes. Measures productivity, effectiveness, and efficiency in program operations through communication with staff managers, project managers, and across the organization.
  • Other duties as assigned.

Requirements

  • Bachelor's degree in education, business, science, training, instructional design, organizational development, or related field, or equivalent and 7 years of relevant experience and prior experience in managing a training team including safety and health courses.
  • Master's degree preferred with a minimum of 5 years of relevant experience and prior experience in managing a training team including safety and health courses.
  • Valid Driver’s License
  • U.S. Citizenship
  • No professional certification required. Any one of the following is a plus: Association of Talent Development (ATD) - Associate Professional in Talent Development (APTD)

Knowledge And Skills

  • Working knowledge of modern adult learning principles and techniques.
  • Experience creating online modules and instructor-based training sessions, instructor- led training guides, supporting materials following an ADDIE/SAT (or similar) instructional design process.
  • Ability to organize employee and student curriculums based on job field or functional areas of responsibility.
  • Working knowledge of a wide range of instructional technologies including the ability to assist instructional faculty and program staff in choosing/implementing the best methods to meet the programs identified needs.
  • Strong written, verbal and visual communication skills.
  • Knowledge of instruction design software suites and learning management systems.
  • Ability to work in a fast paced, rapidly evolving and fluid environment; must be able to manage multiple projects, sometimes on tight deadlines, while liaising with multiple project managers.
  • Comprehensive knowledge of learning and development and training management principles, concepts, and techniques in training, instructional methods, and position competencies and career development.
  • Skill and ability to perform highly complex and critical professional tasks in order to solve complex problems.
  • Knowledge of occupational safety (i.e., 10 CFR 851, 29 CFR 1910, 29 CFR 1926, ANSI, NIOSH, etc.), industrial hygiene (i.e., ACGIH), radiation protection (i.e., 10 CFR 835, NRRPT, etc.), fire protection (NFPA 70-E, NEC, etc.), and field operations.
  • Ability to have major impact on organizational success and productivity, with considerable latitude for independent judgment.
  • Ability to work in a fast paced, stressful, and fluid environment.
  • Ability to communicate effectively at the highest levels and work with other managers and employees, as part of multi-functional teams.
  • Ability to bring interest and enthusiasm to the classroom.
  • Ability to develop and lead projects, including defining scope, objectives, and methods.
  • Ability to train and mentor more junior staff.
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
  • Proficiency in MS Office (Word, Excel, PowerPoint, and Outlook) required. Experience with Adobe products, Articulate 360, Vyond, and learning management systems a plus.
  • Must be able to complete and maintain all training and qualifications required for the position. This includes course completion of all material to be instructed.

Physical and Working Conditions
