Description

DSHS ALTSA Senior Budget/Forecast Analyst Join our team at the Aging and Long-Term Support Administration (ALTSA) Management Services Division (MSD) as a Senior Budget Analyst.Our budget team supports both ALTSA and the Developmental Disabilities Administration (DDA), with a combined budget that represents approximately 70% of the DSHS operating budget. In this role, you will provide budgetary and analytical support for DDA supporting the organization's mission to transform lives by providing support and fostering partnerships to empower people to live the lives they want.

As a senior budget analyst, you will build collaborative relationships within our team and with DDA subject matter experts and leverage your advanced Excel and analytical skills to provide expert budgetary consultation and support. Together, we will develop, analyze, and monitor the $5.4 billion biennial budget allocated by the Legislature for DDA.

The work performed in this position, will be instrumental in shaping DDA budgetary decisions. You will serve as a subject matter expert within our team, creating, monitoring, and reporting on various financial aspects such as allotments, fiscal notes, bill analysis, monthly budget status reports, and projections. Additionally, you will perform a crucial role in the preparation of DDA's biennial and supplemental budget requests by working with subject matter experts to develop fiscal models and decision packages.

This position is eligible to telework up to four days per week but is required to report on-site to meet business need at least once per week.

Some Of What You'll Do

  • Prepare and enter initial and adjusted budget allotments based on legislative appropriations
  • Develop budget status reports for assigned areas based on projections that are used to develop monthly fiscal status reports.
  • Maintain staffing plans for assigned programs based on established program spending plans and available funding and review and approve position action requests
  • Review legislation for fiscal impact and prepare bill analyses; prepare fiscal models for assigned fiscal notes and work with program subject matter experts to prepare comprehensive narrative statements
  • Support the budget team with various ad hoc assignments, fiscal modeling, and answering questions from program staff

Who should apply?

To qualify for this role, a candidate must possess one of the following education and experience options:

  • Master’s degree with a focus in accounting, business, economics, finance, public administration or related field; OR
  • Bachelor’s degree or higher in math, statistics or related major; OR
  • Bachelor's degree with a focus in accounting, business, economics, finance, public administration or related field and four years of experience defined below; OR
  • Associate’s degree and six years of experience defined below; OR
  • High school diploma/GED and eight years of experience defined below

Experience Defined

work experience in state budget, or in a related field such as accounting, business, economics, finance, or public administration. If the work experience is not in state budget, advanced proficiency in Excel must be demonstrated in your answers to the supplemental questions, cover letter, and resume.
