Description
GENERAL PURPOSE: Non-sworn professional staff position responsible for the overall oversight and overall management of the training center. This role includes ensuring the safe and effective operation of the facility in accordance with the policies and procedures established by partnering agencies, the Loveland Police Department and Fort Collins Police Services.
Key responsibilities include maintaining the center’s infrastructure, managing scheduling, and overseeing all training center activities to provide a secure environment for its users. Administrative tasks will include planning, organizing, marketing, directing, reporting, and evaluating all center operational functions.
This position requires a proactive approach to ensure compliance with all relative guidelines while promoting a culture of safety, excellence, and collaboration within the training environment.
The Manager shall serve as a vital link between partnering agencies, facilitating collaboration and communication to enhance training outcomes and support the professional development of law enforcement personnel.

Essential Functions
Knowledge, Skill & Ability: Managerial skills with an emphasis on training center organization, building management, and relationship building. Ability to speak and write the English language necessary to complete required reports, written projects, and forms. Effective public speaking skills. Possession of valid driver's license. Personal computer skills. Work a majority of the time without direct supervision. Independently solve problems, work under pressure, and meet deadlines.
Education: Minimum of 90 quarter hours or 60 semester credit hours or Associate Degree from an accredited college is required; Bachelor’s Degree preferred.
Experience: Five (5) years of significant program management, budget, and marketing experience required. Experience with law enforcement functions and training highly preferred.
Material and Equipment Directly Used: Computer, motor vehicle, two-way radio, telephone (cellular and stationary), shooting range equipment and assorted other standard office equipment.
Working Environment/Physical Activities: Sitting, reaching, pulling, pushing, grasping, talking, hearing, and seeing. Extended periods of sitting in office work station operating keyboard. Presentations to groups of varying sizes. Exposure to elements (snow, rain) as well as extreme high and low temperatures.

Essential Functions
- Plan, organize, and coordinate the operation of the training center.
- Develop and maintain relationships with outside law enforcement agencies and regional police academies to market the training center and maximize income.
- Develop and manage an annual budget for the training center, track and monitor expenditures and incomes, and allocate funds. Develop a rate schedule for training center rental to outside agencies and organizations.
- Manage the training center operational manual that includes administrative policies, and processes at the training center. Develop and maintain site safety plans and procedures.
- Manage training center user manual and “quick guide” for review and/or distribution to outside users of the training center.
- Monitor and observe day-to-day operations of the training center to ensure compliance with rules, regulations, and safety measures. Provide customer service daily to agencies utilizing the training center.
- Manage all scheduling for the training center to include the driving track, firing range, and classrooms. Work with the two main agencies, Fort Collins Police Services and the Loveland Police Department, to ensure host Agencies’ needs are prioritized in scheduling. Organize and document annual scheduling meeting with designated Loveland Police staff and Fort Collins Police staff.
- Responsible for routine inspection of the entire training center to ensure safe operation and to make sure service, maintenance, and repair needs are addressed in a timely fashion.
- Communicate operational issues with the Assistant Chief to ensure the training center operates efficiently.
- Supervision of personnel assigned to the training center. Complete performance evaluations and improvement plans for those directly under scope of responsibility.
- Become familiar with Colorado POST training requirement needs. Travel to and attend regional POST meetings to represent the departments and become an ambassador for the training center.
- Produce annual report outlining training center usage, overall budget performance and strategic recommendations for future development and needs of the training center.
- Act as a liaison between the training center and the Northern Colorado Regional Airport due to the facilities location on the airport property.
- Perform other related duties as required and assigned.
