Job Description
General Statement of Duties
Under general supervision of the IT Assistant Director, the Fiber Administrator is responsible for the design, management, installation, operation, and maintenance of the City's private and public FTTH fiber optic network. This includes tasks as designing and installation of new or existing cable lines underground and on street poles, preparing detailed cost estimates, and performing maintenance on existing cables including evaluation and certification testing of all cabling. The Fiber Administrator will cut, splice, terminate, document, and troubleshoot fiber optic cables, locate problem areas, perform other repairs as needed, conduct programming, diagnostics, and electrical work. In addition, the Fiber Administrator will operate and maintain all equipment related to the installation and maintenance of fiber optic cabling. This position will coordinate and work with other employees and contractors, while ensuring compliance with all safety rules and regulations. Responsible for determining and recommending solutions and the procurement of software and equipment consistent with the City's system needs. Assists in project management as assigned, provide excellent service and support on technology needs to staff and management, and work closely with all members of the technology team.

While performing the duties of this job, the employee regularly works in an office setting as well as outdoors. A city issued uniform is provided.

Position Type/Expected Hours of Work
This is a full-time, non-exempt position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Special events participation may be occasionally required.
Travel
Local travel to various worksites is occasionally required.
Required Education And Experience
Bachelor's or Associate's Degree in Computer Science, Computer Information Systems, Business Administration with Information Management focus, or a related field; and four (4) years' experience in a fiber optic job capacity; or, an equivalent combination of education and experience. Excellent verbal and written communications skills. Excellent interpersonal skills. Ability to successfully engage in multiple initiatives simultaneously. Strong analytical and project management skills, including a thorough understanding of how to interpret customer business requirements. Ability to keep information confidential and respond quickly to requests for assistance.
Preferred Education And Experience
Requires the incumbent to hold current valid class "C" driver's license from the Texas Department of Public Safety with a satisfactory driving record.

- Maintain regular, reliable, and prompt attendance, physically present to work.
- Provide fiber optic network management and administration at all City facilities to include efficiency, and routine systems maintenance to increase availability and reliability enhancing business continuity.
- Assist with network design and assess technology resources effectiveness on existing and future technologies. Determine practicality of change and modification by following change management processes.
- Oversee and manage city-wide fiber optic private and public FTTH network.
- Design and install fiber optics systems and ensure that they work properly.
- Cut, splice, terminate, and troubleshoot fiber optic cables, locate problem areas, and perform other repairs as needed.
- Document and maintain system records and system designs.
- Coordinate and work with other city departments and contractors as needed.
- Provide routine reports of various types on system performance and efficiency.
- Work with consultants, other agencies, etc. on integration, implementation, upgrades, and access.
- Assist with development of best practices and City-wide technology policy.
- Manage assigned projects to completion using knowledge of project management principles.
- Subject to on-call assignment to support critical business functions after normal hours and as needed.
