Primary Function/Responsibilty

The T3C (Texas Child Centered Care) Quality Assurance Specialist is responsible for ensuring compliance with all processes, regulations, T3C Blueprint, T3C DFPS Credentialing and minimum standards. The T3C Quality Assurance Specialist will collaborate with the network of providers under contract with Belong to review, monitor, and report performance on all aspects of T3C Credentialing. The T3C Quality Assurance Specialist will identify, assess, and make recommendations that will manage and mitigate SJRC Belong Network Providers risk using T3C Monitoring Tools and guidelines to help ensure compliance to T3C Blueprint service package provisions The T3C Quality Assurance Specialist will support SJRC Belong Network Providers in Quality Improvement Plans and Best Practice activities for T3C compliance and transition.

Essential Duties And Responsibilities

  • In collaboration with the VP of Quality Assurance & Contracts and Network Providers, develop qualitative indicators, outcomes and outputs that can be used by the Department to objectively measure the Provider’s performance and leverage those measures to improve services and identify potential risks.
  • Reviews the results of quality assurance reviews and other outputs to recommend and initiate system/process improvements. Drafts and delivers reports and presentations identifying, and explaining potential risks, and recommending solutions for Continuous Quality Improvement.
  • Maintains knowledge of existing and developing laws and regulations related to the organization’s industry and specifically T3C; assesses and explains how new requirements may affect the organization in terms of risk exposure and service delivery to its clients.
  • Researches best practices for T3C residential child care services.
  • Measures performance outcomes established at the state level in relation to T3C, Belong and its provider network.
  • Reviews and analyzes client service plans, notes, deficiencies, and extracts data to be verified; collects performance data; identifies adverse trends; and determines compliance with T3C service delivery standards, program requirements and policies/procedures.
  • Maintains strong business relationships with provider network staff to facilitate collaboration and cooperation.
  • Serves as a liaison to monitor and assure response to all client-reported concerns and complaints relating to T3C services provided by Belong or the Provider Network.
  • In collaboration with the Finance Department, reviews financial records to ensure accurate billing in relation to T3C service packages.
  • Create and produce reports reflecting the performance measures of T3C provider network; identify trends and make recommendations for quality improvements.
  • Maintain current T3C Belong Training documentation and provide training to internal and external stakeholders as requested.
  • Performs other related duties as assigned.

  • Carries out the Trauma Informed Care principles and practices for both internal and external stakeholders.
  • Responsible for the environmental, cultural, safety, diversity issues and needs of the clients and others that enter the work area.
  • Attends mandatory training as defined in positions’ training matrix.
  • Attends continuing education as necessary to expand knowledge on T3C and maintain certifications or licenses.
  • Uses outside professional collaboration and intra-agency teamwork appropriate to the agency.
  • Skilled in organizing work in an environment with multiple challenges and priorities with minimal supervision.
  • Avoid all conflicts of interest, real or perceived.

Qualifications

Required:

  • Bachelor's Degree from an accredited college or university. Experience and education years may be combined to meet education requirement.
  • 3+ years in Child Welfare, Data Analysis, Quality Assurance, or combination .
  • 5+ years’ experience MS

Preferred

  • Bachelor’s or Master’s Degree from an accredited college or university in Social Services or another related field.
  • 5+ years in Child Welfare, Data Analysis, Quality Assurance, or combination.

Certifications/Licenses/Registrations

  • Valid Texas Driver’s License, good driving record, ability to provide own transportation and proof of current automobile insurance.

Physical/Mental Requirements And Information

  • Body mobility to stoop, kneel, bend, reach, and walk (roll) short distances in order to operate equipment.
  • Must be able to lift up to 15 pounds with assistance.
  • Position is assigned to the Quality Assurance Department.
  • Minimum of 40 hours per week but may necessitate additional time in order to complete assigned work.
  • Must have the ability to communicate both verbally and in writing.
  • Must have the ability to give and receive verbal and written instructions (with or without hearing aids).
  • Must have the ability to read fine print, have sustained vision, and peripheral vision (with or without glasses).
  • Settings with varying moderate to high degrees of background noise.
  • Light and ventilation found in typical setting.
  • Campuses are smoke-free, except on permitted campuses in designated areas.
  • Possible injury when lifting or moving if employee fails to use proper body mechanics, or if proper techniques are not used.
