About this Unit:

This position is located within the Behavioral Health Administration (BHA) which is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. The BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers; reviews and designates the State’s 27-65 providers; and licenses substance use disorder service providers, Controlled Substance Licensing, and Recovery Support Services Organizations. The BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority to administer federal mental health and substance abuse block grant funds.

Additionally, the BHA leads and promotes the State’s behavioral health priorities, ensures that behavioral health services respond to the changing needs of communities, monitors State and local data, and continuously evaluates State efforts. In collaboration with other state agencies, the BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and efficient government approach to support quality care while minimizing the burden on providers so that they can focus on service delivery. The BHA is responsible for behavioral health policy development and effective collaboration with cross-sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. The BHA works in partnership with State agencies to reduce bureaucracy and fragmentation.

Description Of Job

About this Position:

This position sits within the Quality and Standards Division within the BHA and reports directly to the Associate Director of Licensing and Designation. The Quality and Standards Division oversees the licensing and designation activities on behalf of the BHA and receives and investigates grievances submitted to the BHA through complaints and critical incident reporting.

Summary Of Duties:

This position is responsible for the regulatory development and oversight of Forensic Community Based Services (FCBS), as described in CRS 16-18-101, et seq. FCBS are community-based behavioral health programs that provide treatment services for persons found Not Guilty by Reason of Insanity (NGRI) who are under the authority of the State of Colorado to include inpatient, residential, intensive outpatient, partial hospitalization and outpatient services. As Senior Authority, this position is responsible for developing policy that sets standards for how the Behavioral Health Administration, the Colorado Department of Health Care Policy and Financing, and the Colorado Department of Public Health implement FCBS. This Senior Authority is the sole position to set regulatory requirements for the implementation, training, and approval of FCBS across all treatment levels and the decisions made by this position impact the Comprehensive Safety Net Treatment Providers, Community Centered Boards and Regional Centers, Community Mental Health Clinics, the Colorado Department of Human Services, the Office of Civil and Forensic Mental Health, Colorado Mental Health Institute, and other approved providers. These services are related to both civil and criminal justice patients mandated to Substance Use Disorders treatment.

The scope of this Senior Authority is to direct the BHA, and collateral state departments, on policy and regulatory development and promulgation, and to also serve as the point of contact in the direction of other state departments with overlapping authority. This also includes direct oversight of all licensed facilities serving individuals with remanded to addiction treatment services. The position is solely responsible for the development of regulation, ongoing compliance, and licensure for all of the facilities subject to forensic SUD treatment services. This position has direct oversight over all licensed facilities in the State with a programmatic and regulatory focus on addiction programs treating individuals mandated to treatment by the criminal justice system. This position directs those departments concerning substance use, targeting addiction and education in facilities across the state.

  • The position evaluates the quality of programming, practices, policies, and treatment services of providers of behavioral health care, specifically FCBS; ensures staff are qualified, supervised, and trained according to their individual needs and the needs of the population(s) served; assesses treatment planning; observes services and milieus; assesses treatment interventions utilized by providers, examines financial documentation to ensure stability of providers; and conducts interviews with staff, patients, and families to determine quality of care provided in licensed facilities.
  • This position conducts investigations of behavioral health complaints and critical incidents reported at licensed programs. This includes making record requests; reviewing records and documentation; facilitating meetings; conducting site visits; interviewing patients, agency staff, or other persons with knowledge; drafting of licensing reports or adverse action documents; and communicating/corresponding with those who submit grievances and licensed agencies.
  • Evaluate programs through the analysis of policies and procedures, behavior management and discipline, staff qualifications, medication administration, and plans for educational, community, and recreational activities, treatment and services to be provided, and site compliance and quality via inspections and interviews.
  • This position coordinates, provides education, oversees, and consults with community-based behavioral health programs and the Colorado Mental Health Institutes-Forensic Community Based Services Program (FCBS; a highly specialized forensic program for patients found not guilty by reason of insanity and placed on community placement and/or conditional release status).

Experience Only:

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Eight (8) years of relevant experience in b ehavioral health, human services experience, working with a vulnerable population, quality assurance experience or an occupation related to the work assigned to this position

OR

Education And Experience:

A combination of related education and/or relevant experience in b ehavioral health, human services experience, working with a vulnerable population, quality assurance experience, or in an occupation related to the work assigned equal to eight (8) years

Substitutions:

Additional appropriate experience will substitute on a year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

  • Quality assurance experience in a behavioral health setting.
  • Clinical experience in a treatment setting
  • Master's degree in a behavioral health-related field
  • Leadership experience

Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS
