Summary
This position is within the Office of Enforcement and Compliance where the individual serves as a Transportation Specialist in the Federal Motor Carrier Safety Administration (FMCSA), Enforcement Division. The incumbent’s primary responsibility is to promote the successful implementation of the national Motor Carrier Safety Program to reduce motor carrier crashes, injuries, and hazardous materials incidents on our nation’s highways.
Duties
The Transportation Specialist: Researches and analyzes motor carrier related data and makes substantive recommendations with regard to current or projected national safety programs. Prepares reports to Congress, issue papers, proposed legislation, budget support and justification, briefings and testimony for Congressional hearings, proposed regulations, and other major written and oral presentations applicable to motor carrier matters. Formulates policy which directly impacts the progression of the enforcement and compliance program on a national level, with an emphasis on the Electronic Logging Devices (ELD) program. Works closely with the Office of the Chief Technology Officer to ensure motor carrier management information systems contain and provide the necessary documents, letters and information to support the implementation of the enforcement and compliance program. The ideal candidate is a skilled professional with in-depth knowledge of FMCSA regulations, policies and procedures; knowledge of field operations as it relates to enforcement activities, investigations, and safety initiatives; and experience in the implementation of national motor carrier safety programs with an emphasis of Electronic Logging Devices.
Requiremennts
CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience with Motor Carrier Safety Program's compliance policies, procedures and regulations; Experience in applying analytical, fact-finding, and problem-solving techniques, planning, organizing, coordinating, and leading activities effectively with management; Experience in communicating orally and in writing policies, technical plans, reports, guidance, and responses from public and private stakeholders. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
