Job Description

The USAID-funded Localize Global Health Security (LGHS) project works with local partners in priority USAID GHSA countries to address critical health security gaps and strengthen global health security capabilities as defined in their national health security action plans, contributing to their Global Health Security Agenda 2024 targets. The Deputy Project Director/Operational Lead serves as the secondary point of contact for LGHS and will manage and lead project operations including finance, country operations, sub-award management, contract compliance, and human resource management (i.e., staffing), and ensure excellent project implementation in coordination with the Project Director and project leadership team.

Requirements

Duties and Responsibilities:

  • Serves as the secondary point of contact for LGHS, providing back-up support to the Project Director and managing the day-to-day operations to include staffing, finances, communications, and sub-awards.
  • Serves as the Activity’s secondary representative for all contract-related issues, concerns, or problems.
  • Provides support to the Project Director with the development and implementation of management systems and oversight of project operations and finance, across all countries.
  • Reports directly to the Program Director and oversees program operations, including but not limited to country operations, human resources, logistics, procurement, subcontracts, and accounting/finance. On a day-to-day basis, the DPD closely coordinates with and supports the Director of Grants who directly oversees the implementation of grant awards.
  • Leads process and policy implementation, develops and executes operational strategy, and works in collaboration with other team leads to ensure smooth operations-level support across the entire project.
  • Supervises finance and country operations staff and provides guidance and direction to staff members through performance planning, development, and evaluation processes. Directly supervises Finance and Administration Manager, HR & Contracts Manager, and Country Liaisons.
  • Oversees recruitment, including salary negotiations, hiring, and identifying and mobilizing short-term technical assistance.
  • Oversees and manages the development, establishment, and adherence to LGHS standard operating procedures.
  • Ensures compliance, related to USAID rules and regulations regarding financial management, record keeping, operational systems, and other policies.
  • Oversees development and tracking of approval and develop and track approval and disbursal processes, budget tracking and grants monitoring in coordination with the Director of Grants.
  • Monitors project budget performance and expenditures; reporting routinely on programmatic achievements and financial management indicators, internally and to USAID.
  • Oversees, and is accountable for, accuracy of financial reporting, tracks project spending against annual workplans, and the preparation of reports to both USAID and the Project Director.
  • Implements and manages all country financial policies in compliance with Panagora policies, client policies, and local laws.
  • Other duties as assigned.

Qualifications

  • Master’s degree or higher in social sciences, public health, health administration, international development, economics, or another relevant field.
  • At least five (5) years of relevant experience within an international development context, and a demonstrated ability to create and maintain effective working relations with international organizations; US Government agencies; and NGO partners, private sector partners, and host country governments (including senior government officials) in an international development context.
  • Minimum of two (2) years of demonstrated senior/mid-level leadership (e.g. Operational Lead, Deputy) including supervisory experience; experience managing remote teams/team members is preferred.
  • Demonstrated understanding of and at least two (2) years’ experience with the Global Health Security.
  • Minimum of five years of experience in financial and operations management for large donor-funded development projects including experience managing donor-funded sub-awards, subcontractors, and procurement, risk management and implementation of internal controls with demonstrated capacity to support financial management or general ledger system with proven attention to detail with accuracy and reliability as key drivers of success. Experience with USAID projects is preferred.
  • Experience in the development and implementation of small grant programs.
  • Strong knowledge of required regulatory, contractual, legal, and financial compliance requirements associated with USAID funding.
  • Strong knowledge of working on MS Excel and other accounting software; knowledge of Costpoint desired.
  • Ability to meet deadlines, multi-task, and adapt to frequently changing priorities.
  • Excellent interpersonal and strong relationship building skills.
  • Excellent written/oral communication and presentation skills.
  • English required; proficiency in one or more foreign languages preferred.
