The Position

The Probation Department at Napa County is currently recruiting for two (2) full-time Probation Services Managers. The list established from this recruitment may be used to fill future full-time, part-time, limited term and extra help vacancies for up to 12 months from establishment date.

  • Annual Salary: $127,732.80 (Step 1) - $154,856.00 (Step 5)
    • 3.5% COLA Increase effective 7/1/2025
    • 3.5% COLA Increase effective 7/1/2026
    • 5% Hazard Premium Pay (PERS-eligible safety employee only)

About The Position & Department

Seeking two (2) Probation Services Managers to join our dynamic team at Napa County's Probation Department! This position can be Sworn or a Non-Sworn Peace Officer and may be assigned to one of three divisions: the Juvenile Hall, Training, or Quality Assurance & Data Analysis. Currently, the need is for the Juvenile Hall and Training Division.

The Probation Department operates adult and juvenile court-related services in the areas of investigation and supervision with the mission to enforce court orders to inspire positive change, transform the lives of offenders, victims, and families, and promote community safety. The Department is also responsible for the overall operation of the County’s Juvenile Hall, which provides custody, counseling, medical care and guidance of delinquent and custodial children in a variety of short- and medium-term programs. Responsibilities

A Probation Services Manager is responsible for the management of a program area that includes a series of inter-related projects or functional areas of significant depth and complexity. Positions in this class lead the administration and implementation of program activities to ensure that the program successfully meets identified objectives. Responsibilities for the management of a program area may include:

  • Training: Responsible for coordinatingtraining to over 100+ employees to meet State, County and Departmental training requirements, and meet the needs of the growing workload demand in the Probation Department; work with trainers in the State to provide updated and advanced training mandated for each classification of employee in addition to other duties as assigned.
  • Juvenile Hall: Direct supervision of Juvenile Hall Supervisors; planning and developing program services for youth in Juvenile Hall and adult and juvenile probationers; oversee daily operational functions of the division to include administrative and adult probation program coordination, in addition to other duties as assigned.
  • Quality Assurance and Data Analysis: Oversees the development and use of data systems; ensuring effective data management; secure procedures; data analysis; responsibility for all aspects of the victim restitution program; prepares reports based on findings and communicates to internal and external stakeholders; and provide quality control and assurance to department programs in addition to other duties as assigned.

Position Requirements

To qualify for the Probation Services Manager classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:

  • Experience: Four (4) years of increasingly responsible experience performing duties involving administration, management, personnel, fiscal analysis, or staff development, including two (2) years of related project management, administrative, and supervisory responsibility.
  • Education: A Bachelor's degree from an accredited college or university with major course work in business administration, public administration, corrections, criminology, or a related field.
  • License: Possession of a valid California driver’s license.
  • Special Qualifications: Completion of the mandated Standards and Training for Corrections (STC) program requirements, which includes the STC Manager training and PC 832 Arrest and Firearms Course within one (1) year, if assigned as a Sworn Peace Officer.
  • Hours of Work: Incumbents may be required to work weekends, holidays, irregular hours, on-call, and after normal business hours.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, the incumbent must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Management Classified Employee Benefits Information

SALARY -

Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
