Summary

This position is located in the Division of Risk Management Supervision, any Field Office in the Atlanta Region and is responsible for planning and directing the supervisory efforts at complex financial institutions (FI) and regional service providers (SP).

The duty location is determined upon selection.

Duties

  • Serves as Regional expert and resource on complex IT matters.
  • Directs or conducts the ongoing analysis and evaluation of SPs and FIs and prepares Reports of Examination and other required correspondence as needed to affect FDIC supervisory responsibilities.
  • Examines and evaluates financial institutions information security and cybersecurity programs and conducts examination, visitation and/or investigation activities.
  • Plans and directs the supervisory efforts at complex financial institutions (FI) and regional service providers (SP).
  • Serves as the primary supervisory contact and have primary authority for the FDIC's regulatory oversight activities for organizations as assigned.
  • Communicates with senior management of the SP or FI and effectively responds to or resolves their questions, complaints, and inquiries.
  • Initiates and maintains cooperative relationships with the appropriate state and Federal Banking Agencies.
  • Provides guidance and training as needed for examiners conducting IT examinations.
  • Develops and conducts training for field and regional offices and outreach events.
  • Provides expert technical advice to examiners and other appropriate personnel, and prepares reports, such as updates to the FFIEC IT Examination Handbook, research papers on emerging IT technologies, updates of examination procedures and related training materials, and manages or assists on projects at the Regional and/or Washington Offices.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG grade 13 level or above in the Federal service. Specialized experience is defined as experience conducting Information Technology (IT) examinations at insured depository institutions and/or data centers with complex or problematic IT operations. Experience gathering, analyzing, and interpreting financial data, system performance and security reports, and information technology related policies and procedures for new and/or unprecedented situations.

Selectees(s) for this position will be required to report in person to an FDIC office or financial institution at their supervisor's direction.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 16.82% to a high of 24.42%. Financial Institution Examiners must maintain the highest personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations, (Employee Responsibilities and Conduct). Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks.

All Financial Institution Examiners Are Prohibited From The Following

  • Obtaining a loan or a line of credit from any insured state nonmember bank or its subsidiaries. Any extensions of credit held by the Examiner, the Examiner's spouse, or any dependent children are direct or indirect extensions of credit to the Examiner.

Exceptions

  • Loans for a primary residence are permissible. The Examiner must not participate in any examination of that institution with which he holds the primary residence loan, and a "cooling off" period is required before negotiating a loan for a primary residence from any institution the Examiner has examined.
  • No restrictions on obtaining credit cards issued under the same terms and conditions available to the public from an insured state nonmember bank either within or outside of their field office of assignment.
  • Participating in any examination, or other matter, involving an insured depository institution or any person with whom the Examiner has an outstanding loan or line of credit.
  • Performing any service for compensation with any bank, or for any officer, director, or employee thereof, or for any person connected therewith.
  • Disclosing any confidential information from a bank examination report except as authorized by law.
  • Soliciting or accepting any gift from a prohibited source or because of the Examiner's official position.

  • Knowledge of IT supervisory methods, techniques, and procedures, including enforcement matters.
  • Knowledge of IT audit techniques and ii7ternal control requirements necessary to examine insured depository institutions information systems centers and SPs.
  • Ability to analyze, apply established examining methods and procedures to appraise the quality of service provider and insured depository institutions management.
  • Knowledge of insured depository institution operations, and examination procedures and techniques.
  • Knowledge of regulatory theory and practices relating to financial institutions and SPs in connection with highly complex organizations.
  • Ability to communicate orally.
  • Ability to communicate in writing.
