Job Summary

The Construction Inspector provides inspection services of Development and Capital Improvement projects with emphasis on asphalt, concrete, and utility construction that occurs in the Public Rights of Ways. This includes storm and sanitary sewers, water mains, street paving, curbs and gutters, sidewalks, driveways, and other engineering construction projects.

Experience, Knowledge, Skills

Minimum Requirements

  • Valid and current driver’s license.
  • Specialized training beyond high school normally gained in a program of less than 18 months duration.

OR

  • 9 accredited hours, including hours in civil engineering, construction technology, mathematics, or a related field; or an equivalent combination of training and experience in the construction industry, in the areas of asphalt, concrete, water, sanitary or storm sewer.
  • General knowledge of construction practices in any civil engineering type project including paving, pipe laying, grading, material handling, water, or sewer line installation.

Preferred

  • 2-4 years of related experience preferred.
  • One (1) Year of experience in the construction industry in any of the following areas, asphalt, concrete, water, sanitary or storm sewer.

Knowledge, Skills, And Abilities

  • Knowledge of a variety of construction methods and materials.
  • Knowledge of the principles, techniques, and terminology of civil engineering as they relate to construction in the public right of way.
  • Entry level knowledge of complex software.
  • Knowledge and experience using Microsoft Office Suite, including Word, Excel, and Outlook.
  • Knowledge of and experience using CityWorks and other City proprietary software a plus.
  • Skilled in using smart levels, tape measures, rolling wheels, and other small tools to inspect construction.
  • Skilled in typing or bookkeeping, operation of several single purpose power tools/machines, or equipment involving specialized training.
  • The following certifications to be obtained within 1-2 years of hire:
    • American Concrete Institute (ACI) Concrete Pavement Inspector Level 1 including Field Testing Technician Grade 1
    • Asphalt Paving Materials (APM) LabCAT APM Inspector Certification Level A Certification
    • Colorado Water Distribution System Operator Class 1
    • Colorado Class 1 Collection Operator
  • Ability to follow detailed instructions.
  • Ability to prepare routine reports or correspondence.
  • Ability to learn on-the-job training of processes and procedures.
  • Ability to quickly and accurately read and interpret plans and specifications of moderate complexity.
  • Ability to make mathematical calculations and compare with various aspects of construction in progress.
  • Ability detect structural and other faults, and appraise for quality of construction.
  • Knowledge of the business and organizational structure of Colorado municipalities.
  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.
  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.) and learn and experiment with new software and systems.

Essential Functions

  • Performs inspections during and upon completion of construction for line, grade, slope, placement, foundation or base, quality of workmanship and material, safety precautions to ensure compliance to city, state, and federal standards and specifications and plans.
  • Verifies field tests, including hydrostatic pressure tests, low air pressure tests, vacuum tests, concrete slump, air entrainment and strengths tests.
  • Seeks solutions and information regarding issues with materials and testing of said materials.
  • Schedules project activities on a daily, weekly, and monthly basis depending on the complexity of the project.
  • Communicates diplomatically and effectively with state and federal agencies, coworkers, private industry representatives, technical consultants, and the public.
  • Investigates complaints regarding all construction activities and handles difficult situations with patience and good judgment under stressful conditions.
  • Articulates information concerning plan interpretation and plan objective.
  • Elevates issues of any deficiencies in construction products.
  • Formalizes requests on issues encountered during construction that need Project Manager’s approval.
  • Provides input on intent of plans.
  • Keeps the Project Managers informed on progress and conflicts, including suppliers of asphalt, concrete and any other material supplied to a project.
  • Addresses general questions concerning on-going construction projects, including traffic issues, project timelines, etc.
  • Completes and maintains various documents, records, reports, and paperwork.
  • Provides information for record (as-built) drawings.
  • Ensures conformance with current Americans with Disabilities Act regarding the Public Right of Way.
  • Ensures compliance with standards as identified in the specifications.
  • Provides response to contractors during construction and document for better understanding of plan intent.
  • Practices sound problem solving and decision-making.

Work Environment And Physical Requirements

  • Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks.
  • Frequently works with light objects and light hand tools.
    • Example(s): Mobility to inspect work sites for compliance with plans and specifications and move over rough, uneven, or rocky surfaces; may include light to moderate physical effort that includes stooping, kneeling, crouching, crawling; frequent sanding or walking: frequently lifting and/or moving up to 25 pounds. Use of light hand tools such as probe rods, levels, manhole lifting tools, etc.
  • Dangerous to considerable hazards reflect a frequent exposure to conditions that are unpredictable and may lead to injury.
    • Example(s): Field work in and around construction projects with heavy equipment being used as needed, may involve exposure to dirt, dust, fumes, chemicals, extreme weather conditions, and noise levels. May traverse uneven ground, work at various heights above ground on ladders, scaffolding, and structures and in confined spaces, including manholes, vaults, and excavations. Personal Protective Equipment (PPE) is required and will be provided.
  • Employee is subject to working alone, with groups, and/or attending meetings.
  • May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.
  • May be required to work extended hours in the evening, holidays, or weekends.
  • Frequent interruptions and be required to manage competing priorities with inflexible deadlines.
  • Frequent participation in meetings.
  • Frequent contact occurs with employees and the public, in person and on the telephone.
  • Frequently is required to sit and talk or hear customers.
  • Ability to manage competing priorities with frequent interruptions and an expected high level of accuracy in work is expected.
  • Work is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident.
Physical Requirements

  • Ability to sit, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear.
  • Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices--graphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes.
  • Employee is required to have visual acuity for close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Employee is required to have visual acuity to perform an activity such as: operating machinery where the seeing job is at or within arm's reach and to operate motor vehicles or heavy equipment.
  • Employee is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures for inspection purposes.
  • Moderate to considerable physical effort that includes working from ladders in awkward positions, frequent use of light or medium weight objects (e.g., 30 lbs) and use of medium weight tools; walking on uneven ground or having to climb, balance, stoop, kneel, crouch, crawl, and reach while performing duties; entering/exiting manholes or vaults; walking near or across rivers and ditches; working in all weather conditions at times of excessive temperatures of heat and extreme cold, working in or near moving traffic with appropriate traffic control set up;
  • The essential functions of this job require frequent balancing, bending/stooping, carrying/lifting light to heavy objects, climbing, fingering, grasping, repetitive motion, hearing, sitting, standing, talking, and walking. Occasionally the employee will be required to pull, push, reach, feel temperature, and kneel.
