Position Title: Public Works Foreman

Reports To: Manager of Operations

Position Summary

The Public Works Foreman reports to the Manager of Operations, and works with colleagues in the Operations Department to provide quality services to internal and external customers. The team’s work will collectively support the Vision of the Town of Ponoka: To be a thriving community with a hometown feel.

This position will be responsible for the coordination of all activities, staff, equipment, and other resources required to carry out road maintenance programs throughout the Town of Ponoka.

Typical Duties And Responsibilities

  • Supervise and direct specific road maintenance programs by:
    • Making use of a combination of Town resources and private contractors.
    • Arranges for and coordinates regular Town roadway inspections.
    • In consultation with the Manager, prepare, recommend approval of, and control the related road maintenance program expenditures.
    • Assist with preparation of Formal and Informal Requests for Proposals, Quotations, and Specifications required for roadway maintenance operations.
    • Assist in developing and recommending operating procedures and policies for the operation and maintenance of the roadways.
    • Schedule, hire, and supervise contractors to carry out work.
    • Receive and respond to complaints and special action requests or referrals and recommend further action or investigation as required.
    • Prepare reports and submissions for the Manager’s consideration.
    • Review financial information and records as required.
    • Assist with the Development of proposals and cost estimates for projects as required.
    • Assist with maintenance of Town yard sites.
  • Supervise the day-to-day operation of the public works team by:
  • Planning and assigning work to staff.
  • Ensuring that vehicles and equipment are properly maintained and serviced.
  • Ensuring that vehicles and equipment are operated in an effective and safe manner.
  • Complying with all policies, rules and regulations of the municipality and the provincial government.
  • Operate equipment as required.
  • Participating in hiring staff.
  • Preparing and administering an on-call schedule.
  • Monitoring expenditures of time, money and other resources.
  • Controlling and reporting on inventory levels.
  • Preparing reports and other documents when required.
  • Complying with strict legislated standards and reporting requirements.
  • Respond to safety concerns.
  • Perform other duties as assigned.
Minimum Requirements

Education

High school graduation

Additional training in public works construction, heavy equipment operation and maintenance leading to a trade certificate would be considered an asset;

Experience

Minimum of five years directly related experience with minimum one-year supervisory experience;

Other

Satisfactory Driver’s Abstract

Satisfactory Criminal Record Check

Valid Class 3 Operators License with air brake endorsement

Competencies

Knowledge

  • Knowledge of solid waste management programs and transfer station facility operations;
  • Establish and maintain a high degree of public confidences and relations
  • In depth knowledge of the operation and maintenance of moderately heavy equipment like graders, front-end loaders, snow ploughs, snow blowers, trucks, rubber-tired tractors and other similar road building and maintenance equipment.
  • Knowledge of road design and specification for grades, cuts, etc.
  • General knowledge of the operation and maintenance of small mobile equipment.
  • General knowledge of grass and tree maintenance.
  • General knowledge of safety rules and regulations.

Additional Skills

  • Ability to read road design specifications.
  • Ability to operate and maintain a wide variety of moderately heavy mobile public works equipment.
  • Ability to operate and maintain a wide variety of small mobile equipment.
  • Ability to work effectively with the public.
  • Ability to work flexible hours and in all kinds of weather.
