Basic Purpose Of Position
Upon receipt of a requisition, evaluates the request, obtains quotes from vendors, and procures materials, supplies, services and equipment based on price, service, quality and warranty in accordance with the Authority’s policies and procedures.

Major Responsibilities And Duties
DESCRIPTION OF TASK
Research product history and process requisitions for all goods and services requested by internal clients; and properly translate client requirements into non-restrictive specifications for competitive bidding purposes. This includes PA and NJ state contracts, GSA pricing and the competitive bid process Initiates procurement process that is in the best interest of the Authority. Factor in lowest cost, insurance, previous and current responsiveness of vendor in meeting specifications in choosing the procurement method. Verifies vendor against government listings of approved vendors.
Analyze, evaluate and make award recommendations based on competitive pricing and specification compliance to determine award to the most qualified or lowest, responsive, responsible bidder, depending on procurement method. Draft formal invitation for bid and RFP documents and other required exhibits. Process all documentation required to award bid for final approval by Purchasing Agent or Director.
Draft procurement contract agreements on behalf of the Authority. Support and draft FTA and Grant funded procurement agreements. Provide contract administration for DRPA/PATCO annual goods and services contracts including monitoring vendor performance, ensuring appropriate billing and payment schedules.
Contact, solicit and receive informal quotes from appropriate vendors in accordance with all purchasing procedures, DRPA By-Laws, code of ethics, administrative regulations and vendor diversification program.
Reach out to departments, troubleshoot and resolve problems and issues arising from purchase of services, supplies and equipment, while negotiating in the Authority’s interest. Prepares and processes emergency orders for goods and services for approval by Purchasing Agent or Director.
Regularly assists in the development and maintenance of Departmental Standard Operating Procedures as directed, by reviewing and updating the same to ensure the accuracy of current processes.
Supports the Authority’s Office of Business Development & Equal Opportunity Vendor Diversity Program by utilizing a procurement database which links goods and services with applicable vendors. Represent DRPA and the Purchasing Department at Office of business Development and EEO meetings related to contract administration and procurement.
Assist in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment.

Education/Training/Experience
Required:
- High school diploma or general education degree (GED).
- At least 3 years purchasing, contract administration, or procurement-related experience.
- Knowledge of SAP Ariba or similar e-procurement software.
- Proficiency in relevant personal computer applications such as word processing and Excel or other spreadsheet application, including calculations and manipulating data and procurement related software.
- Bachelor’s degree in business, Finance, or a related field.
- Certificate in Public Purchasing from a nationally recognized organization.
- Governmental sponsored procurement/administration certification
- Prior procurement experience with a public transit agency or governmental entity.
- Experience with SAP software program.
