The Air Force Civilian Service (AFCS) is looking for an Attorney Advisor (NH-0905-04) to join the team at the 78th Air Base Wing (ABW), Robins AFB, Warner Robins, GA. In this role, you would provide expert level counsel under minimum supervision to senior contracting and program management personnel regarding the formation, negotiation, administration, and termination of contacts and other legal agreements under applicable laws and regulations with a focus on the Federal Acquisition Regulation (FAR) and Department of Defense (DFARS) and Air Force (AFFARS) supplements. - US Citizenship is required. - Incumbent must be currently licensed as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. - Incumbent must be a graduate from an accredited law school and admission to the bar of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. - Employee must be able to obtain and maintain a Secret security clearance. - At least three years of federal procurement law experience is highly desired. An LL.M. in federal procurement law may be substituted for one of the three years. Experience in federal criminal prosecution, civil litigation, or administrative law actions involving procurement fraud may be substituted for part or all of this period. - Incumbent is required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually in accordance with Joint Ethics Regulation. DUTIES AND RESPONSIBILITIES - Provide expert legal advice and opinions concerning Foreign Military Sales, public-private partnerships, intellectual property, and large-scale depot maintenance activities pertaining to aircraft, avionics, and electronic warfare weapons systems. - Renders reviews, opinions, decisions, and actions in accordance with statutory and decisional law, and Government directives, regulations, and procedures in all areas of Federal contract and fiscal law, and on all types of matters pertaining to procurement and related operations. - Reviews pre- and post-award contract documentation for legal sufficiency and business judgment pertaining to solicitations, source selections, amendments, awards, protests, modifications, award fee determinations, terminations, disputes, and ratifications of unauthorized commitments. - Applies superior analysis and communication skills to research, identify, and interpret statutes, decisions, and Government regulations. Advocacy must transcend basic advice and include pragmatic observations and judgment considering the business, fiscal, political, and human ramifications of proposed courses of action. KNOWLEDGE, SKILLS, AND ABILIITES (KSA’s) - Knowledge of laws, regulations, precedents and procedures related to Federal Government contract law. - Ability to effectively interpret and apply law and recommend changes in legislation, policy, or regulations. - Ability to direct, coordinate, and review the concentrated efforts of teams of personnel from the legal, requisition, program management, engineering, logistics, and other career fields. - Skill in representing and advocating for the Air Force with Congressional delegates and other personnel at all levels of the Federal Government. - Ability to recognize and appropriately handle issues of precedent setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest.
