The Position

Join the City of Riverside's Department of Housing and Human Services as their HOUSING AUTHORITY MANAGER.

The City of Riverside is accepting applications for the position of HOUSING AUTHORITY MANAGER (Non-Classified) to fill one (1) vacancy in the Department of Housing and Human Services . The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to twelve (12) months.

The Department of Housing and Human Services (DHSS) strives to foster increased coordination and greater efficiency in formulating and delivering programs to help people avoid becoming homeless and, when necessary, get off the streets and into shelter and then housing. DHHS consists of six divisions: Housing Authority, Administration, CDBG Management, Human Services, Neighborhood Engagement, and Outreach Services. Join the team that helps solidify the City’s resiliency efforts by creating new housing and assisting families in maintaining their existing housing, while also strengthening efforts to ensure families remain stably housed.

Under management direction, the Housing Authority Manger, is to plan, develop, organize, monitor and manage the City's Housing Authority. Within the City's Housing and Human Services Department, the position will manage complex Federal and Housing Authority funded housing related programs and activities within targeted neighborhoods or project areas, involving the following important aspects: affordable housing development and rehabilitation; neighborhood support and revitalization; research analysis and financing of affordable housing development/rehabilitation utilizing multiple funding sources to fund housing programs and activities; negotiate, implement and administer complex contracts and agreements; prepare recommendations, reports and presentations and perform related work as required.

  • The Housing Authority Manager is a non-classified position. Positions designated as non-classified are exempt from the classified service. The incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager.

Work Performed

Duties may include, but are not limited to, the following:

  • Implement goals, objectives, policies and priorities for the Housing Authority under the Housing First Plan, Housing Element and Homelessness Action Plan..
  • Administer and implement the City's Federal and Redevelopment Agency funded Neighborhood Stabilization (NSP) Program with the goal of stabilizing neighborhoods by reducing home foreclosures and promoting home ownership.
  • Supervise, coordinate, and participate in the management of assigned housing and neighborhood revitalization projects; assign, supervise, and review the work of subordinate staff responsible for direct project/program oversight and contractors assigned to housing projects.
  • Establish and maintain key relationships with private lenders, non-profit and for-profit housing developers, real estate brokers, public agencies, property owners, and the general public to promote and facilitate the planning and execution of housing programs, projects and activities.
  • Make public presentations to legislative bodies, public agencies, community groups, development or real estate trade associations, potential investors, and other major assemblages regarding the HOME Investment Partnerships (HOME) Program, NSP Program, Permanent Local Housing Allocation (PLHA), Affordable Housing Trust, and Housing Authority programs, projects and activities.
  • Oversight and approval of all applications for funding.
  • Develop and administer the Housing Authority annual operating budget and supervise fiscal activities of subordinates.
  • Review and coordinate all required monitoring reports for local, state, federal or private funding sources.
  • Identify and market sites for affordable housing projects and programs.
  • Negotiate, implement and administer contracts between the department and consultants, contractors, and developers.
  • Coordinate land use approvals and environmental reviews for Housing Authority development projects.
  • Supervise or conduct special studies and analyses; prepare and submit comprehensive reports on all aspects of assigned programs and projects.
  • Supervise complex programs and project budget(s) on annual and multi-year basis; monitor long and short-term program cash flow analyses.
  • Coordinate the review and processing of specific housing projects; facilitate as necessary to expedite project development.
  • Research and analyze policies, programs and procedures and make recommendations on changes to enhance efficiency and effectiveness.
  • Develop and evaluate Requests for Qualifications and Request of Proposals; coordinate with other departments for delivery and compliance of public improvement projects.

Qualifications

Education and Experience:

Education: Graduation from an accredited four-year college or university with a Bachelor's degree in public or business administration, finance, economics or closely related field.

Experience: Seven years of progressively responsible administrative or analytical experience in urban planning, real estate sales and/or brokerage, real estate lending, real estate development, housing, redevelopment, community development, or a related field. Experience must include three years in the management of housing related programs and activities with an emphasis on affordable housing and/or first-time home-buyer experience or equivalent direct experience in housing development and five years of supervisory experience.

Highly Desirable Qualifications

Master's degree or graduate level course work in a related field is desirable.

The City offers an attractive benefits package, the central provisions of which are as follows:

  • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3 year final compensation. The required employee contribution is 8%.The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
  • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation.The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
  • Health Insurance - The City offers six health insurance plans and contributes up to $1,516 per month for HMO plans (family coverage).
  • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
  • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
  • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
  • Deferred Compensation - The City contributes $100 per month with a minimum employee contribution of $12.50 per check.Participation in the deferred compensation plan is optional.
  • Leave Benefits - Includes all the typical vacation leave, sick leave, bereavement leave, and holiday benefits.
  • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
  • Long Term Disability - The City offers optional enrollment in the Long Term Disability Plan.
  • LegalEase Plan - Optional legal services plan for employees and eligible dependents.
  • Critical Illness Plan - Optional critical illness insurance plan for employees and eligible dependents.
  • Vacation Accrual - 0-9 yrs. = 144 hrs., 10+ yrs. = 184 hrs.
  • Administrative Leave - 64 hrs per fiscal year.
