Duties

  • GS-7: Assists in applying knowledge of Geographic Information System (GIS) software for designing and constructing Geospatial products using imagery and GIS Datasets for deliverable items for customers and users.
  • GS-7: Assist in exercising judgment to develop new and innovative solutions to complex geospatial situations.
  • GS-7: Assists in applying cartographic and photogrammetric skills in preparing professional reports and presentations utilizing Microsoft Office programs and organizing the data files on a network file structure.
  • GS-9: Applies professional knowledge of ESRI ArcGIS software for designing and constructing Geospatial products using imagery and Geographic Information System (GIS) Datasets for deliverable items for customers and users.
  • GS-9: Exercises judgment to develop new and innovative solutions to complex geospatial situations
  • GS-9: Applies cartographic and photogrammetric skills in preparing professional reports and presentations utilizing MicroSoft Office programs and organizing the data files on a network file structure.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation (NACI-TIER-1).
  • Employee must possess and maintain valid driver license.
  • Employee must obtain and maintain a US Army Corps of Engineers Boat Operator License within one (1) year of employment.
  • This position is designated as Mission Essential.
  • Pathway employee will be required to sign a mobility agreement.
  • Incumbent must undergo a pre employment physical.

Qualifications

Who May Apply: Positions are open to:

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study.
  • Current students who will graduate no later than 3 months.
  • Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion

Applicants can be selected at GS-7 or GS-9. The target grade of this position is GS-11.

After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Be a U.S. Citizen
  • Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement For Cartographer

  • Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

OR

  • Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

Specialized Experience For Cartographer GS-7

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

One year of specialized experience which includes; Training utilizing a geographic information system (GIS) and relevant data to create maps. Assisted in presenting map data and associated information to supervisor or team(s) to incorporate input and feedback to improve map reporting.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: cartography, geography, geomatics, surveying, or oceanography field(s) of study. (Note: You must attach a copy of your transcripts.)

OR

Education

Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:

  • Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
  • Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
  • Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Specialized Experience For Cartographer GS-9

One year of specialized experience which includes; Utilize ArcGIS software to produce cartographic mapping products, including terrain models, orthophotography, land use, and planimetric information to satisfy project requirements.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:cartography, geography, geomatics, surveying, or oceanography field(s) of study. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
