Job Family Summary Purpose

Under the general supervision of the Supervisor-Distribution Design, is responsible for acting as liaison between the Company and customers, contractors, builders and engineers in relation to the design and the coordination of the construction of electrical distribution facilities, to include designing and coordinating the construction of Company-driven Service Betterment jobs to maintain and improve the distribution system.

Education

  • Bachelor's degree in Electrical, Mechanical, or Civil Engineering, or Engineering Technology.

Experience

  • 0-3 years or more experience required.

Minimum Knowledge, Skills & Abilities

  • Knowledge or the ability to acquire knowledge of power engineering, electric distribution system design and construction, standards and practices, engineering economics and statistics and power factor studies and the coordination and installation of fuses.
  • Ability to analyze data, perform complex engineering analysis, prepare comprehensive reports, and plan for and meet projects.
  • Knowledge of surveying methods, materials used, and mechanical concepts.
  • Ability to coordinate, organize, and prioritize tasks and perform complex calculations.
  • Ability to operate a personal computer and use engineering software, AutoCAD applications, WORD, EXCEL, and Power Point.
  • Ability to meet project deadlines and oversee all necessary construction to provide electrical service.
  • Effective verbal and written communication skills.
  • Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
  • Ability to maintain a strong sense of propriety concerning confidential matters.

Essential Job Functions

  • Maintains communication with customers requesting new or additional service and provides information in accordance with Company Rules and Regulations and Line Extension Policy.
  • Determines service voltages, exact load requirements, point of service, accurate service required dates and acquires all the necessary plans and information for engineering design purposes.
  • Performs research, field work, surveys terrain, draws field sketches and takes field notes and measurements as needed.
  • Designs complex overhead and underground electrical distribution systems, prepares work orders, including drawings, construction specifications, and material and labor costs, and coordinates all Company-related activities with the customer and/or his agent(s), crew supervisors and other departments in order to meet the customer’s service required date.
  • Marks location of all new overhead and underground electrical facilities.
  • Responsible for the project management of all jobs by coordinating all Company-related activities with the Construction Scheduler, Crew Supervisor, Service Section, Meter Test Section, Customer Care and Billing and other departments, as needed.
  • Performs field inspections to ensure compliance with Company design and construction standards.
  • Coordinates all phases of the line extension process with Company staff, other utilities and a variety of agencies.
  • Provides information on the Company’s requirements and assists in resolving possible design conflicts with customers, developers, contractors, governmental agencies and other utilities.
  • Performs revenue analysis to determine whether or not jobs are revenue justified in order to protect the Company’s investment cost.
  • Prepares Line Extension Agreements with customers in compliance with the Company’s Line Extension Policy.
  • Prepares non-refundable billing memos related to existing electric services, temporary construction service, relocation or removal of Company facilities, and sale of Company equipment, in accordance with the Company’s Line Extension Policy.
  • Prepares requisitions for the purchase of non-stock materials, equipment and/or services required for work order construction.
  • Cross-train in the Transmission, Substation & Relaying, and Distribution Systems and Distribution Dispatch Departments to become more knowledgeable in all aspects of the Transmission & Distribution Division in order to be a more valuable employee for EPE.
  • Participates in the Distribution department’s assigned Duty schedule for trouble and emergencies and restoration of power during outages.
  • Valid driver’s license and be in compliance with the Company’s Driving Program policy.
  • Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
  • Perform other related tasks that are not included, but are within the context of the duties defined.

Work Environment

  • The incumbents in this classification are subject to both inside and outside environmental conditions and temperature changes of extreme cold weather (below 32 degrees for periods of more than one hour) and extreme hot weather (temperatures above 100 degrees for periods of more than one hour); and are exposed to loud noises, vibration, hazards, atmospheric conditions and oils.
  • May work non-standard hours.

  • May require out of town travel.
