Solutions for Information Design (SOLID) is seeking a Technical Scrum Manager who has excellent project management skills, including project planning, scheduling, budgeting, and risk management. Candidates should be familiar with project management methodologies such as Agile, Waterfall, and Scrum, possess strong leadership skills and be able to lead, motivate and manage project teams effectively.

Technical Scrum Managers have familiarity with emerging technologies such as Learning and Employment Records, Digital Credentials, Credential Wallets, and Decentralized Identity or an interest and willingness to learn about these topics. They should also be able to delegate tasks, provide feedback, and conduct performance reviews.

Essential Job Functions / Responsibilities / Duties

  • Project Planning: Develop project plans, timelines, and budgets that align with the organization's goals and objectives. This includes identifying project risks, dependencies, and resource requirements. Oversee the full life cycle of an existing digital product for each new release from conception to QA and launch. This can include interviewing stakeholders and end-users, creating user journeys, and building and communicating requirements.
  • Contribute to and implement a digital strategy: Lead the modernization, integration, and implementation of service member facing solutions. Generate innovative ideas for processes, features, enhancements, and end-user experience. Lead digital innovation within an established project and collaborate with the appropriate teams to implement the desired solutions. Champion continuous improvement by ensuring that processes, programs, projects, etc. are measurable and have clear success criteria, and leverages learnings to mitigate risk.
  • Content management: Provide review and approval of site content such as the knowledge base, images, and downloadable content.
  • Project Execution: Ensure projects are executed on time, within budget, and to the required quality standards. This includes managing project teams, assigning tasks, and monitoring progress.
  • Technical Expertise: Possess a deep understanding of technical concepts, tools, and methodologies required for the successful execution of projects. This includes knowledge of software development lifecycles, agile methodologies, and project management tools.
  • Communication: Maintain effective communication with project stakeholders, including team members, customers, and senior management. This includes providing regular project status updates, addressing concerns, and facilitating meetings. Act as product SME on features and services and collaborates with internal and external stakeholders to provide recommendations.
  • Risk Management: Identify, analyze, and mitigate project risks to minimize project delays or cost overruns. This includes developing contingency plans and escalating issues as needed. Facilitate retrospectives to improve internal processes around development and launch.
  • Team Management: Manage project teams, including hiring, training, and motivating team members. This includes delegating tasks, providing feedback, and conducting performance reviews.
  • Resource Management: Manage project resources, including budgets, equipment, and materials. This includes ensuring that resources are allocated effectively and efficiently.
  • Documentation: Ensure that project documentation is accurate, up-to-date, and easily accessible. This includes project plans, status reports, technical documentation, and change management documents.
  • Perform other related duties as needed.

Requirements

Required Education: Bachelor’s degree in computer science, engineering, or a related field. PMP, CSM/A-CSM, CAL, PSM, CSPO, and/or related certification highly preferred.

Required Experience: At least five (5) years demonstrated and related technical scrum management experience.

Additional Requirements: Must be a United States Citizen
