Primary Purpose of the Position

The primary purpose of this position is to serve as a Paralegal III to division attorneys and provide legal support to the Division This position is responsible for supporting division attorneys by providing legal research; preparing legal documents in conformance with applicable legal or Court rules; preparing trial materials; serving as a court clerk, and attending  hearings. This position is also charged with drafting and maintaining consultant contracts and records of billings and payments for various vendors.  This position will be responsible for ordering supplies and coordinating payments for travel and vendor services. This position serves as the Department's Ethics Liaison and coordinates the Department's responsibilities as to the NC Business and Occupational License Database.  This position acts as Court Reporter and Clerk of Court during Administrative Hearings, including recording the proceedings, administering oaths and swearing in witnesses, maintaining a log of exhibits as they are entered and admitted into the record, and otherwise assisting participants in the hearing in a professional manner. This position maintains a database of outstanding matters, communicates regularly with the Attorney General's office regarding pending matters, and coordinates the receipt of service of process.  This employee provides paralegal support and works without close supervision but reports to and routinely communicates with the General Counsel.

  • Thorough knowledge of the program areas or legal specialties to which the employee will be assigned.
  • Thorough knowledge of case, statutory, and common law.
  • Thorough knowledge of judicial and quasi-judicial procedures and the rules of evidence.
  • Ability to multitask, substantial organization skills and ability to recognize and act on priority work with little or no supervision, including coordination of calendars supply requisitions, retention policies, ordering, distributing and billing, including use of the State's E-Procurement system.
  • Proficient in the use of the Microsoft Office Suite (Windows, Word, Excel, Access and PowerPoint) and Lexis-Nexis legal research.
  • Ability to maintain effective working relationships and coordinate with attorneys, high level Department staff and technical professionals.
  • Notary public or ability to obtain notary public required.

Graduation from an appropriately accredited institution for paralegal training and three years of experience as a paralegal; or Bachelor s degree from an appropriately accredited institution and three years of substantive paralegal experience; or High school or General Education Development (GED) diploma and seven years of paralegal experience performing delegated, substantive legal work; or an equivalent combination of education and experience.
