Summary

You will serve as the Personnel Demonstration Project Manager for Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division (NSWCCD) affecting 10 NAVSEA Warfare Centers Human Resources (HR) Offices with a workforce of 20,000 employees.

This position is equivalent to a GS-14/15.

Duties

  • You will develop new Demonstration (DEMO) Project HR policies and processes following the commands guidelines.
  • You will advise the Warfare Centers Executive Director and senior staff on proposed changes to Demonstration Project policies.
  • You will lead functional teams of experts to create new policies and processes utilizing DEMO rules and regulations.
  • You will integrate DEMO changes across all HR functional areas to ensure proper operations.
  • You will provide expert advice and technical assistance to the Warfare Center Headquarters senior level military and civilian personnel in the Senior Executive Service as well as to Human Resources Directors within the Warfare Center Community.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing, developing, and managing the delivery of civilian federal human resources (HR) policies involving one or more of the following functions: recruitment and staffing, classification, compensation, or workforce shaping; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and providing substantive input to the strategic planning of human capital resources for an organization.

This position typically works a 40 hour work week.

This position work is normally performed in an office or conference-room setting that is adequately heated, lighted, and ventilated.
