Overview:

The Housing Works Emergency & Transitional Housing Program (ETH) provides time limited transitional housing and support services to individuals reentering the community following periods of incarceration or other justice system involvement. Program participants engage in a variety of onsite services, including case management, vocational training, housing advocacy and mental health support that address barriers to accessing housing in the community and help build skills that participants can use to achieve and maintain stable functioning in the community. Reporting to the Program Manager of Case Management, the Case Management Supervisor provides administrative and operational oversight of the Corona, Queens ETH program site including, but not limited to, supervision of 3-4 case managers, maintaining internal and external quality assurance standards, assisting with the development and implementation of quality improvement activities, facilitating team meetings, ensuring participants receive high-quality of care services, participation in case conference meetings and crisis intervention as needed. The Case Management Supervisor will work closely with the ETH Program senior leadership team to ensure the physical environment and overall delivery of services are aligned with agency goals and participant needs, driving positive outcomes for participants. The Case Management Supervisor is a member of the program’s leadership team, and as such, is expected to uphold the Housing Works organizational values and engage in activities that further the program and agency’s mission. This is an ideal opportunity for a reentry or housing services professional with supervisory and direct-care experience who is looking to develop skills in the area of program administration, and who is enthusiastic about working alongside an interdisciplinary team of like-minded professionals committed to improving outcomes for justice-impacted individuals.


Responsibilities:

  • Program Management:
    • Oversee the day-to-day operations of the ETH Program case management and housing placement assistance services onsite.
    • Collaborate with other program leaders to implement policies, procedures and workflows that promote optimal program functioning and promote achievement of program goals and objectives.
  • Participant Services:
    • Ensure participant access to support services that address social determinants of health including employment, education, healthcare and housing.
    • Works with ETH staff and participants to create a program environment that promotes overall well-being of participants.
    • Ensure all participants have housing and service plans of care.
    • Participate in resolving participant grievances, conduct violations and disciplinary interventions.
    • Maintain a caseload of high-need clients if needed.
  • Staffing & Supervision:
    • Provide direct supervision to the 3-4 Case Managers onsite and indirect supervision and guidance to other support services staff.
    • Conduct probationary period and annual review evaluations with assigned supervisees.
    • Participate in staff recruitment, onboarding and terminations.
  • Staff Training:
    • Lead onboarding and ongoing training activities with the case management team onsite.
    • Assist with the development and implementation of robust onboarding and ongoing trainings.
  • Quality & Compliance:
    • Ensure overall program services delivery meet internal and external standards.
    • Conduct daily, weekly and monthly quality assurance audits. Share the findings of the quality assurance audits with program management and utilize the findings to drive the development of quality improvement activities.
    • Complete daily, weekly, monthly and ad hoc reports in a timely manner. Ensure all client charts are up-to-date and in compliance.
  • Other functions that may be required with this position include:
    • Engage and promote engagement in the department and agency’s advocacy requirements.
    • Display Housing Works core values in all day-to-day activities.

Job Requirements

  • Bachelor’s Degree preferred in social services, psychology, social work or other related field.
  • Master’s Degree preferred.

The following are qualifications and requirements of the position:

  • Minimum 3 years of experience providing case management or direct client service.
  • Minimum of 1 year of supervisory experience.
  • Experience working with individuals impacted by the criminal legal system or history of co-occurring disorders.
  • Strong written documentation and communication skills.
  • Ability to work as part of cross functional teams with other disciplines such as operations, technology, healthcare, social work, etc.
  • Ability to think critically and creatively and exercise good judgement.
  • Demonstrated talent and skill in recruiting, managing, inspiring, and growing a diverse workforce, and for building strong and collaborative teams to meet and exceed performance goals.
  • Microsoft Office Suite, particularly Excel, required
  • Experience utilizing EMR systems.

  • Preferably bi-lingual in Spanish, but not required.
  • Interest and commitment to working with homeless individuals impacted by the criminal legal system.
  • Ability to maintain a strengths-based, harm reduction perspective.
  • Ability to embrace a diverse racial, ethnic, gender expressive and lived experience environment.
  • Ability to travel within the boroughs via public transportation.
  • Flexibility to work evening hours as needed to meet the participant service needs.
