Job Summary:

The Director of Innovation and High Performance is responsible for driving innovation and process improvement through change and project management and technology enablement. This position will engage with stakeholders throughout the enterprise to ensure the utilization of efficient processes and technologies, drive project management excellence and encourage innovation. This position will also oversee a team of technology Business Analysts and Project Managers to assist with process improvement and solution implementation.

Successful candidates will have demonstrated success leading complex projects spanning diverse departments and a variety of internal and external stakeholders. They will be expert at managing interpersonal relationships, reading and working within political structures, and persuading resistant participants to not only understand the vision, and also to participate fully in bringing the vision to reality.


MINIMUM REQUIREMENTS:

  • Bachelor’s degree from an accredited college or university in Public Administration or a closely related field
  • Five (5) years of public or private sector management of complex projects that span multiple internal and external departments
  • Two or more years strategic planning collaboration and evidence of influencing strategic change

OR

  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.

AND

  • Possession of a valid driver’s license.

PREFERRED:

  • Master’s degree in public or business administration, or equivalent experience in the field.
  • Eight (8) or more years of public or private sector project and/or change management
  • Project Management Certification


ESSENTIAL JOB DUTIES

  • Project Management: Plan and execute projects, ensuring they are appropriately resourced, completed on time, and within budget.
  • Strategic Planning: In collaboration with Chief Information Officer, Director of Information Technology, Performance & Data Analytics and other leaders, responsible for setting the organization’s innovation direction, defining goals, and developing plans to achieve them.
  • Team Leadership: Lead and manage an analyst through the utilization of a collaboration framework. Sets clear expectations of staff and motivates employees to work towards common goals.
  • Innovation and Adaptation: Promotes a culture of innovation and adaptability to keep an organization competitive and responsive to change within the organization and community.
  • Technology Evaluation: Stay up to date with emerging technologies and assess relevance to the organization.
  • Procurement and Vendor Management: Manage relationships with vendors, negotiate contracts, and ensure service level agreements are met.


SUPERVISORY RESPONSIBILITIES

  • Experience and abilities to translate a multilayered vision into actionable steps for political buy-in including ability to persuade diverse audiences from community stakeholders to City Council members, City workers, partner organizations, potential funding managers, and others
  • Experience interacting with high-level political figures and managing complex political messages
  • Excellent communication and presentational skills with multilayered development projects
  • High-level understanding and knowledge of development, municipal/government, economics, and commercial awareness
  • An understanding of financial management and wider management principles and techniques

KNOWLEDGE OF EQUIPMENT

Strong knowledge of systems, project management techniques and processes improvement strategies. Understanding of federal and local grant processes and compliance requirements.

PHYSICAL DEMANDS - Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.

Primarily Office/desk work with occasional meetings and off-site requirements

Able to interact quickly and efficiently with computers and computer technologies and to gather information through sight and sound while facilitating meetings with small and large groups.
