Summary
Reporting to the Director, Human Resources, the Assistant Director of Human Resources (ADHR) administers human resources policies, programs and practices, to act as a change agent, to provide service for all personnel operations, and act as a strategic partner in building agency businesses. This is accomplished by overseeing compliance in all areas, managing the operations of the department, evaluating work methods and procedures, selecting, training and evaluating personnel, consulting with legal as appropriate, communicating policy and procedure changes, promoting safety and security practices, managing the department budget, and communicating policies and procedures. Other duties include overseeing employee investigation and recruitment, managing the unemployment claims process, approving expenditures, and implementing budgetary adjustments.

Responsibilities
- Develop on boarding programs that familiarize new employees with workplace policies and provide any specific companywide training needed for a new hire.
- Oversees employee on boarding and off boarding functions.
- Provide support to Human Resources Business Partners (HRBP) in various escalated employee relation topics and resolve any issues that may arise.
- Assist in development, implementation, and interpretation of human resource policies and platforms.
- Oversee the creation of training and development plans for all employees and ensure they operate at a consistently high standard.
- Gather, analyze, and communicate data with useful HR metrics, to company Leaders and HRBPs.
- Organize quarterly and annual employee check-ins/performance reviews and orchestrate training for employees on evaluation software system and NTTA’s process.
- Ensure compliance with labor laws and regulations.
- Establishes and reviews key strategic priorities and translates them into actionable and quantitative plans.
- Assists the Director with formulating annual goals and methods of evaluating accomplishment of those goals and other departmental activities with assistance of departmental staff.
- Manages and supervises the HR budget.
- Represents the organization at meetings, conferences, and other important operations meetings interacting with officials and managers to administer personnel programs and deliver high quality services.
- Assists HRBPs in the preparation of policies and procedures for their assigned business units.
- Oversee the development and implementation of succession planning.
- Analyze and review HR statistical reports to identify trends, communicate with HRBPs so that key issues and resources are adjusted accordingly.
- Determine relevant key performance indicators (KPIs) for HRBPs.
- Promote inspirational leadership by demonstrating the company’s values and championing the leadership behavior framework.
- Form strong relationships with Senior Leadership to ensure that the team perspective is fully represented in decision making.
Minimum:
- Bachelor’s Degree or equivalent required.
- 7-9 years of Human Resources experience, which includes a minimum of 5 years’ experience, in an HR Manager/Business Partner role that includes performance and change management, and employee communications.
- Knowledge of federal, state, and local laws and guidelines pertaining to employment.
- Knowledge of budget and accounting principles, practices, and procedures.
- Ability to lead a diverse staff responsible for implementing a comprehensive mix of personnel services.
- Ability to establish and maintain effective working relationships with Leaders, associates, and all employees.
- Ability to prepare and deliver instruction and learning plus lead individuals and groups to meet desired objectives.
- Ability to effectively communicate both orally and in writing to groups and individuals.
- The ability to manage multiple tasks, meet deadlines, and work effectively with minimal supervision is essential.
- Data and Technology savvy: able to evaluate new ways to leverage technology to improve processes, engage staff, and model data to inform decision making.
- Ability to interpret, synthesize and present both qualitative and quantitative engagement data.
- PHR, SPHR or other HR certification.
- Master's degree in Human Resource Management or related field.
