This Instructor is responsible for instructing and facilitating crisis management-related training courses for the Cooperative Agreement program in a challenging adult learning environment. Utilizes knowledge of adult learning theories and learning styles to maximize learner success and ensure the overall effectiveness of the course instruction. Performs online and classroom instruction, field-based skills training, and may provide technical assistance in a specialty area. Maintains skills and a current knowledge base to meet current and future instructional requirements and adapt course curriculum, when necessary, to meet learner needs. Uses a variety of media to present course material, assists with developing new and updated curriculum content as required, and aids in quality control of part-time instructors to include maintenance of records, reports, and documentation of activities during each course or exercise delivery.
This positionreports to the Agency Training Manager.

This positionreports to the Agency Training Manager.
Required Qualifications
- Associate’s degree from an accredited college or university or equivalent combination of education and experience.
- Five years of experience in related enterprise risk management, incident management operations, emergency response planning, and emergency management in an institute of higher education setting.
- One year of experience in adult education and training to include training concepts and programs.
- Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
- Bachelor’s Degree from an accredited college or university.
- Five or more years of experience in designing and providing adult training.
- Seven or more years of experience in one or more of the following: enterprise risk management, threat and risk assessment, and work at aninstitution of higher education.
- Completion of IS 700, 800, ICS 100-200.
- Experience in response, incident command, prevention and deterrence, anti-terrorism and counterterrorism, and/or law enforcement.
- DHS Instructor Certification.
- Basic Instructor Certificate or equivalent.
- Ability to support training delivery for up to 10 hours a day.
- Physical conditioning is consistent with setting up classrooms and moving heavy training equipment and instructional materials.
- Ability to travel independently to other and remote locations by driving and flying on commercial airlines
- Working knowledge of the academic arena.
- Working knowledge of enterprise risk management. Working knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS), Including multi-agency coordination systems, emergency operations centers, and incident command operations in emergency response settings.
- Excellent communication and presentation skills.
- Strong interpersonal and organizational skills with others.
- Ability to multitask and work cooperatively with others.
- Ability to interact with senior leaders in higher education.
- Knowledge of essential office software and instructional programs.
- Knowledge of principles and methods for teaching and instructing individuals and groups.

- As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.
- Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
- This position directs or evaluates the work of others.
- This position allows telecommuting per TEEX guidelines.
- This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.
Training Delivery & Program Support - 80%
- Coordinates with POCs to schedule and set up classes.
- Delivers course instruction, provides technical assistance for the Critical Infrastructure Protection Program, and ensures that the course is effectively and efficiently presented following TEEX-certified curricula and customer contracts.
- Ensures wage instructors deliver course material correctly during delivery.
- Arrives before the course is scheduled to ensure classrooms and training areas are prepared for class delivery, including safely setting up and disassembling equipment, course props, and other materials.
- Develops instructional techniques and use various learning techniques to accommodate various learning styles when presenting course material.
- Facilitates class discussions, monitors performance, and ensures all participants have achieved terminal objectives of the course.
- Initiates and maintains collaborative classroom discussions and monitors learner performance.
- Facilitates after-action reviews with participants after exercises.
- Evaluates and assesses instructional effectiveness and adjusts the delivery plan as necessary.
- Submits all required reports for assigned courses promptly upon completion.
- Ensures that training/exercise materials, training aids, and classrooms/exercise locations are secured and accounted for upon course completion.
- Develops and maintains subject matter expertise to include current and emerging issues.
- Ensures class documentation is completed in an accurate and timely manner by Division guidance, Agency, and Contractual requirements (if applicable).
- Maintains appropriate student activity documentation.
- Completes all required course documents promptly and participates in course debriefs with the instructional team, as applicable, to determine delivery areas of improvement.
- Ensures course evaluations are collected and returned as instructed by the Agency Training Manager.
- Assists in marketing Protective Services Programs and events to potential customers and students.
- Actively participates in researching and updating new instructional materials in support of Critical Infrastructure Protection courses.
- Assists with developing and updating customized lesson plans, outlines, training aids, manuals, and scenarios for practical application.
- Assists with reviewing curriculum and instructional materials to ensure relevance to current doctrine and best practices.
- May assist with developing and overseeing quality control of exercises/scenarios.
- May assist with modifying or developing course content to meet changing needs and objectives, including visuals and instructional materials to meet specific education and programmatic requirements.
- Makes sound fiscal decisions in the planning and execution of course deliveries.
- Submits administrative paperwork, including timesheets and travel expenses/receipts, within the required time frame per agency and division policy.
- Completes all required TAMUS training and maintains required professional credentials.
- Actively participates in team meetings and events.
- Maintains and safeguards assigned divisional equipment and property.
- Performs additional work duties as assigned.
