To direct the activities of a crew responsible for the maintenance and repair of drainage utility infrastructure and public rights-of-way for the City of Killeen.
Essential Duties
Core Competencies
Prepares sub-grade, set forms, places reinforcement, pours and finishes concrete.
Establishes maintenance baselines and performs drainage way restoration.
Sprays herbicides for vegetation control.
Properly manages debris removed from drainage infrastructure and public rights-of-way.
Secures work area at the end of the working day.
Operates heavy equipment, trucks, small engine equipment, and hand tools essential to drainage and rights-of-way maintenance.
Conducts safety and maintenance checks on equipment and machinery. Insures vehicles, equipment, and tools are properly maintained; coordinates maintenance/repair with Fleet Services.
Supervises and performs routine or operator’s maintenance on assigned vehicles and equipment.
Complies and enforces safety rules, policies, and procedures. Ensures the crew uses and wears personal protective equipment and clothing, and complies with safe working procedures.
Assists the supervisor in the review and analysis of operations; in projects the needs for equipment, materials, and supplies.
Provides daily performance reports to the Supervisor on work/tasks completed. Assists the Supervisor in preparing work schedules.
Serves on various employee or other committees as assigned.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and complies with City of Killeen driving policy accordingly.
Performs other duties as assigned.

Various equipment used in drainage maintenance will include, but not necessarily limited to, hydraulic excavators, backhoes, skid steers, bucket loaders, dump trucks, articulated trucks, air compressors, sprayers, tractors with hydraulic attachments, mowers, trimmers, jackhammers, pneumatic packers, concrete saws, machine floats, chain saws, pole saws, deck mowers, hand tools, appropriate safety equipment, mobile radio, motor vehicle, maps, CityWorks, GIS, personal computer including word processing and spreadsheet, and water sampling & testing equipment as required.

While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee regularly is required to stand, walk and sit. The employee is required to hear and speak.
The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. This position is a safety sensitive position.

Required Minimum Qualifications
Education and Experience:
- Graduation from high school or equivalent; and
- Two (2) years of experience in the maintenance repair and construction of utility drainage structure or related activities; or
- Any equivalent combination of related education and experience.
- One (1) year of supervisory experience preferred.
- Ability to establish effective working relationships with other employees and supervisors
- Ability to maintain job operations and complete assigned tasks
- Skill in operation of listed tools and equipment;
- Familiarity with building and construction practices;
- Knowledge of applicable job safety precautions;
- Knowledge of earthwork and site preparation, and concrete forming and finishing;
- Maintains regular and punctual attendance.
- Must have a valid Texas driver’s license by date of hire.
- Must have or acquire within one (1) year of date of hire an Herbicide Applicator’s License in general/basic and weed categories issued by the Texas Structural Pest Control Board.
- Must have or acquire within two (2) months of date of hire all management level National Institute Management System (NIMS) certifications as required by the City.
