SALARY: The salary range for this position is $57,644.00 to $93,495.46 for Schedule A, and $57,644.00 to $88,820.70 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The Human Resources Division, Classification Unit is seeking a proactive and detail-oriented individual with excellent analytical, communication, reasoning, goal orientation, professional development, and customer service skills to fill the role of Classification Analyst.

The Classification Unit is responsible for position classification in the Judiciary and for maintaining the Judiciary classification system. The Judiciary’s classification system is concerned with job content, focusing on tasks that need to be performed to meet the organization’s objectives. The Classification Unit reviews all requests to fill positions statewide ensuring that positions are properly classified in the title most appropriate for the work performed and are within the current staffing models and budgetary targets. The Classification Unit also reviews requests to classify and reclassify Judiciary positions, develops and updates Judiciary job specifications, reviews organizational structure in accordance with current Classification standards and provides assistance to Vicinage HR Divisions on classification and related HR issues.

The selected individual will conduct Classification analysis on requests to fill positions statewide, reclassification and Job Information Questionnaire (JIQ) requests, reorganizations and other projects. The individual will also serve as the Hiring Review Board (HRB) Coordinator, assisting the Chief in preparing and analyzing all requests to fill positions for review by the HRB each week. The candidate will advise managers on information related to classification, explain Classification procedures and practices to internal customers, review job specifications and offer suggestions for revisions where needed and complete special projects and other related duties.

REMOTE WORK : The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Example of Duties

  • Act as the Hiring Review Board (HRB) Coordinator, which includes reviewing and analyzing all requests to fill positions submitted for completeness, compliance with staffing models and appropriate tasks and justification; advising HR managers and supervisors and Chief and Assistant Chief regarding any potential issues with submissions; preparing the weekly HRB agenda and accompanying materials; and assisting co-workers in review of all HRB submissions.
  • Prepare Classification analysis and reports for requests to fill positions that include a recommendation.
  • Administer the Job Information Questionnaire (JIQ) process for submitted reclassification requests. Conduct Classification analysis to review JIQ results and make a title determination.
  • Participate in title usage studies, proposed reorganizations, staffing model development, revisions of job specifications, development of Classification systems, analysis projects, and other special projects as assigned.
  • Review and analyze PMIS forms submitted by vicinages for reclassification. Prepare Central Office PMIS forms as needed.
  • Establish working relationships with local HR reps and other Judiciary staff regarding reclassification requests and requests to fill.
  • Explain Classification procedures and practices to internal and external customers.
  • Participate in the establishment and/or the modifications of classification systems, workflows and procedures to improve efficiency.
  • May cross train in the Leave Administration Unit and perform related duties as needed.


Regular and predictable physical presence at the worksite is an essential function of this position.

Qualifications

Graduation from an accredited college or university with a Bachelor's Degree and three years of professional experience in program analysis and/or Human Resources, with classification and/or compensation experience preferred.

Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree. A master's degree may be substituted for one year of experience. A law degree may be substituted for two years of experience.

Supplemental Information

Driver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
