Primary Objective

The City of Bloomington, Public Health Division, is seeking an individual to lead our efforts in preventing substance use, addressing mental health, and engaging in policy-level work in the Bloomington, Edina, and Richfield (BER) communities while engaging the community in promoting, protecting, and improving the health of all.

Examples of Duties

  • Supervise substance use prevention, wellbeing, and policy team.
  • Oversee implementation of community-based substance use prevention and mental wellbeing initiatives.
  • Oversee the implementation of existing health in all policy program
  • Develop and manage program work plans, budgets and reporting ensuring fiscal monitoring and compliance with funding requirements.
  • Collaborate with Communications staff as a subject matter expert to develop content for health materials.
  • Collaborate with internal and external stakeholders, community partners and local organizations to achieve programmatic outcomes and impact.
  • Collaborate with internal and external partners to facilitate community outreach and education.
  • Analyze and monitor community risk factors, providing regular reports based on program effectiveness and feedback to develop recommendations that enhance program outcomes and impacts.
  • Stay informed about emerging trends and best practices in community resilience, integrating innovative approaches into program development.

Supervises Substance Use/Mental Health Team (40%)

Organizational Competencies: Leadership, Supervision, Work Plan Management

  • Supervises, guides, and instructs the work assignments of staff on the Substance Use/Mental Health team.
  • Monitors annual work plans and provides regular reporting to funders as outlined in grant requirements.
  • Manages compliance with all related grant duties on an ongoing basis.
  • Oversees performing, planning, development, and implementation of all Public Health Division initiatives related to substance use, mental wellbeing and health in all policies.
  • Collaborates with PH Supervisor – Community Resilience and PHAP team to develop, modify and track annual work plans based on grant deliverables that entail cross-collaboration.
  • Participates in new funding kick-off meetings to ensure internal processes are followed to implement new funding in SUMH work.
  • Supervises all aspects of SUMH job duties including by not limited to:
  • Keeping informed of activities or changes that could affect the progress and outcomes
  • Assessing needs, overseeing coordination of responses, coordinating stakeholder meetings, and facilitating informed discussions.
  • Coordinating the mapping and sharing of resources related to SUMH response.
  • Collaborating and strengthening partnerships that enhance the delivery of SUMH response.

Community Partnership Development

  • Works closely with various departmental staff and partners in the three communities of Bloomington, Edina, and Richfield to develop a vision and action plan for substance use prevention and treatment.
  • Supports a shared planning and decision-making process with community members to accomplish Division goals.

Communications

  • Develops written reports, memos, and presentations on substance use for various audiences in support of the Division’s mission and community health needs.
  • Serves as a resource to the Division and community partners on substance use and prevention.

Project Management (30%)

Assessment & Surveillance

  • Contributes to and conducts stakeholder assessments to inform substance use prevention work.
  • Uses public health data to identify health problems and disparities in the community and to guide public health planning, policy, and decision-making.

Policy Development & Support

  • Informs, develops, and implements policies and programs on current and emerging issues with a health equity lens.
  • Stays informed about current substance use trends, policies, and best practices.

Team Support (30%)

Accountability & Performance Management

  • Provides technical assistance on relevant projects within the division to support the performance management system and a culture of continuous quality improvement.
  • Supports employee engagement, inclusion, equity, and performance measurement efforts in the division.

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS

  • A bachelor's degree in public health, community health, mental health, nursing, or a related field with three years of relevant experience OR a master’s degree (or higher) in public health, community health, mental health, nursing, or a related field.
  • At least two years of leadership or supervisory experience in nonprofit health, human service, public administration, or public health organizations.
  • Experience developing trusted partnerships across sectors and within organizations.
  • Experience overseeing grants, managing budgets, and meeting grant deliverables.
  • Access to reliable transportation required to perform job duties.

Desirable Qualifications

  • One or more years of supervisory experience directing a major program or division, with full responsibility for managing staff, resources, and activities.
  • Experience working in the public health sector for a state, county, or municipal government.
  • Experience integrating diversity initiatives and social determinants of health into service delivery.
  • Experience leading a community response to substance use.
  • Experience advancing health and racial equity.
  • Experience in developing and implementing work plans, reporting, and/or evaluation plans.
  • Ability to speak a second language, in addition to English, that has a recognized presence in the community (Spanish, Somali, etc.).

Supervision Of Others

This position supervises others: Public Health Specialist (Substance Use Prevention), Public Health Educator (Substance Use Prevention and Mental Health Promotion), and Public Health Specialist (Health In All Policies).

Anticipated Hiring Range: $88,159 – $93,528 Annually

2024 Full Salary Range: $88,159 – $117,530 Annually
