  • All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
  • Criminal Justice Information Services (CJIS) database check required for work involving Biological Select Agents and Toxins.
  • Work is performed in an office, laboratory, warehouse, or outdoor facilities.
  • Assignments usually do not involve strenuous physical effort, but limited amounts of work with large and small animals may be required and may involve some physical exertion.
  • Work involves risk of exposure to contagious diseases of livestock and birds, to toxicants, and to unmanageable and highly distressed animals that may be health and/or safety hazards.
  • Some of diseases may be exotic to the United States requiring a mask or respirator, biological safety cabinet, chemical fume hood and/or high security laboratories.
  • Periodically, the diagnostic workload during a disease outbreak may require considerable overtime.
  • Regular duties may involve mandatory participation in rotating overtime work schedules, and import/export or other time-sensitive testing may be required in the evenings, on weekends, and holidays.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Basic Requirement

Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.

OR Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown above, plus appropriate experience or additional education.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Providing supervisory and technical leadership to a laboratory unit producing reagents and proficiency test panels to customers.
  • Leading staff to coordinate the shipping of reagents and proficiency panels to national and international customers following USDA and APHIS policies.
  • Managing professional and technical staff to ensure ISO accredited processes for producing diagnostic reagents are followed.
  • Coordinating developmental projects to improve reagents and diagnostic tests for APHIS priority diseases.

Note: There is no education substitution for this grade level.

  • This education must have been successfully completed and obtained from an accredited school, college, or university

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
