Job Summary

The position is within the United States Department of Agriculture (USDA), Animal Plant and Health Inspection Service (APHIS), Wildlife Services (WS). The incumbent is assigned to work in the APHIS Wildlife Services (WS) National Feral Swine Program (NFSP) and will develop data collection and analysis mechanisms used to support surveillance and operational management data systems for strategic operational planning to respond to diseases; such as African Swine Fever.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in the paragraph above, plus additional education or appropriate experience. In addition to the basic requirement applicants must also possess: FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience with data structures and methods involved with managing data (geospatial and non-geospatial) for quality and reconciling data issues. Working with business requirements and the translation of operational workflow into data architecture and data composition. Experience with quantitative and qualitative techniques in order to identify and evaluate implications of newly emerging data governance issues. Demonstrated ability with mobile data collection systems, using a variety of software and devices, and their integration into GIS datasets. Working with risk management principles and techniques including related computer hardware and software application packages. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.The duties may include, but are not limited to:Serves in a key role for data system development and integration, including identifying and developing Standard Operating Procedures (SOPs).Compares relevant disease data collection systems across APHIS programs.Leads the effort with WS Data Stewards and Business System Owners to achieve consistency among the data collected and reported across operational management and surveillance data systems.Supports projects to provide and enhance data analysis, data quality, and data reporting, as well as operational disease response planning.Uses programs or statistical software suites such as Python, SQL, Esri (e.g.,ArcGIS Desktop, ArcGIS Online other GIS Portals), R, Power BI and Tableau.Provides computational and technical expertise to APHIS WS on issues related to surveillance and operational data integration, analysis, and reporting.Applies a variety of approaches to solve mission focused wildlife disease prevention and management problems.Ensures that critical information is provided APHIS disease preparedness and control planners and emergency responders and leaders to support decision-making.Organizes and manipulates large data sets (including spatial data), develops data integration and visualization platforms, performs statistical analyses, and graphically summarizes model output data.
