Job Description
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The New York City Department of Correction seeks an experienced candidate to serve as the Assistant Commissioner for the Correction Intelligence Bureau (CIB). Under the leadership of the Chief of Department, with latitude to exercise independent judgment and initiative, the Assistant Commissioner will be responsible for the achievement of agency priorities related to safety and the reduction of institutional violence through the development and oversight of effective strategies. Develop intelligence for the detection, prevention, investigation and prosecution of criminal activity by persons in custody within the Department of Correction facilities, including but not limited to gang violence. The Assistant Commissioner is responsible for managing the Executive Director of CIB, whose responsibilities include day-to-day oversight of the CIB investigative staff, the arrest/re-arrest and prosecution of inmates responsible for criminal incidents and work with the DA’s office in providing tangible evidence to advance criminal prosecution. The incumbent oversees the CIB’s Fusion Center, a critical forum for interagency information-sharing and collaboration that enhances the Department’s intelligence operations, improves coordination for criminal prosecutions and further enhances public safety within the City of New York.
It is the objective of the Assistant Commissioner to maximize CIB’s development of criminal intelligence through staff training including, but not limited to, the areas of: (1) enhanced analysis, (2) confidential informants, (3) investigations, (4) case management and tracking, (5) inmate apprehension and re-arrest, (6) electronic surveillance and (7) crime scene preservation. The candidate is responsible for ensuring effective and efficient intelligence operations and the optimal application of correctional best practices by the CIB staff. The Assistant Commissioner is also responsible for establishing adequate performance accountability metrics for CIB that address objectives, priorities and benchmarks consistent with departmental goals. The incumbent is expected to propose new procedures based on outcomes – develop guidelines and implement new or revised policies, procedures and protocols where necessary – and measure and monitor the effectiveness of all performance objectives. The incumbent will also perform related duties as assigned by the Chief of Department.
Preferred Skills
- Through knowledge of criminal justice and intelligence gathering proven investigative managerial ability is a plus - At least ten (10) or more years extensive administrative, managerial, executive or supervisory experience in law enforcement (i.e. police, corrections, probation, parole, etc.), organizational analyses, tactical apprehensions, and evidence collection - Experience conducting a variety of investigations staff misconduct, corruption, and illegal activities investigations - Experience working with prosecutors in developing and presenting cases and testifying at hearings and court proceedings is a plus - Ability to be objective and thorough in conducting investigations of law enforcement personnel, inmates, confidential witnesses and informants - Possess excellent investigative skills, communications skills, strong analytical, research, problem solving, presentation and writing skills Ability to communicate highly complex and technical matters clearly and succinctly - Successful candidates must clear a background investigation and Posses a valid NYS driver’s license.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
