Job Role Summary

The individual in this position will be responsible for the investigation and implementation of interventions to control and prevent certain infectious diseases in accordance with Indiana Administrative Code. This individual will serve as a resource to the public through community education and as a consultant to other healthcare professionals including physicians, nurses, public health professionals, school officials and infection prevention partners. This position will address infectious disease issues relating to schools, will guide outbreak prevention and control in school settings, and will supervise two school-health registered nurses.

Associated Job Duties

Assessment
  • Conduct disease surveillance and initiate epidemiological investigations to further describe the characteristics of certain infectious diseases and disease clusters in Marion County schools.
  • Plan quAccurately enter data into MCPHD's client management system and the Indiana State Department of Health's electronic disease surveillance system.
  • Collaborate and develop partnerships with school health staff to address and control certain infectious diseases.
  • Serve on county or state-wide taskforces, coalitions, and boards as the public health representative and infectious disease resource.
  • Comply and implement goals issued by IDOH's school liaison program to include: review of schools' infectious disease plans, Stop the Bleed programing, and school-based vaccine clinics.

Policy Development
  • Assist in the review and revision of the Communicable Disease Reference for schools and on communicable disease rules.
  • Implement disease investigation policies and procedures in accordance with the Centers for Disease Control and Prevention's recommendations.
  • Maintain and review all infectious disease program's policies and procedures located in MCPHD's policy management system.

Assurance
  • Advise and enforce administrative code and local ordinance related to infectious diseases to protect the health and safety of the community, specifically school-aged students and school-based staff.
  • Maintain confidentiality of client's information at all times and comply with all HIPAA rules and regulations.
  • Treat clients and colleagues respectfully and professionally in all encounters.
  • Provide orientation to new public health professionals on infectious diseases and serve as a subject matter expert on select diseases to other healthcare professionals, school officials, and the public in general.
  • Participate in yearly ongoing continuing education related to public health nursing, epidemiology, infectious disease reporting and school health.

Supervision
  • This position will supervise two registered nurses specifically assigned to MCPHD's developing school health program and will serve as the school health liaison.

Corporation-Wide Duties
  • Participate in public health emergency preparedness exercises and in the response to public health emergencies, as directed.
  • Participate in a minimum of two H.O.P.E. events totaling a minimum of eight (8) hours annually.
  • Complete other duties as assigned.

Other Duties and Responsibilities:
  • Travel between district health offices, clinics, hospitals, schools, and public health agencies as necessary.
  • Completion of National Incident Management System (NIMS) training.
  • Must comply with HIPAA policies and procedures for the handling of all protected health information (PHI).
  • Update MCPHD's board of directors, other public agencies, and the media on progress of outbreaks or ongoing disease investigations of public health significance in school settings.
  • Assist in employee health program by administering the annually required influenza vaccination to MCPHD staff.

Qualifications
  • Valid Indiana driver's license
  • Current Indiana license as a Registered Nurse (RN)
  • Current CPR and Tuberculin Skin Testing certification
  • 5 years of professional nursing experience
  • Previous work in public health or infectious disease required

Knowledge, Skills & Abilities
  • Knowledge of Public Health 10 Essential Services
  • Knowledge of Epidemiological principles
  • Basic nursing skills expected
  • Proficient in Microsoft Office platform
  • Critical thinking, autonomy, and professionalism

Working Environment
  • Must be able to work with deadlines balancing any potential immediate response needed for infectious disease prevention/containment
  • May be required to perform physical activities associated with provision of nursing care in conjunction with disease prevention/containment activities
  • May need to travel both in-state and out-of-state for conferences, meetings, or workgroups
