The Temporary Street Use Permitting (TSUP) team issues permits for temporary use of the public right-of-way, including parking, sidewalks, lanes, and street closures. Typical uses of temporary street use permits include construction, utility work, property maintenance, and residential and commercial moves.

This position helps lead the Temporary Street Use Permitting (TSUP) team by training staff, documenting and improving processes, evaluating performance, and ensuring permits are processed efficiently and on schedule. The Supervisor I plays a hands-on role in overseeing key permitting programs, including the Install Program, which manages the printing and posting of street signage to temporarily reserve parking spaces for TSUP applicants.

What you’ll get to do:

  • Staff Supervision and Development - Recruit, train, and evaluate staff; schedule and assign work; provide feedback and support to ensure staff meet performance goals.
  • Program Oversight and Process Management - Oversee permitting programs; ensure permits are processed efficiently and on time.
  • Process Improvement and Documentation - Review workflows, identify inefficiencies, and implement process improvements, document updated procedures for staff reference.
  • Customer and Stakeholder Support - Respond to escalations or concerns from applicants and stakeholders; provide guidance and resolution for complex issues.
  • Data Collection, Analysis, and Reporting - Ensure systems are set up to collect relevant data for program metrics; monitor team performance metrics, prepare reports, and share insights with management.
  • Staff Coverage - Step in to handle permitting or operational tasks during staff absences or periods of high demand.

To Qualify

Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training, and/or experience, meets each of the following minimum qualifications:


  • Experience
    in program coordination, permitting, transportation operations, or a related field.
  • Ability to interpret and apply city codes and policies related to temporary street use.
  • Ability to communicate effectively with political acumen and to answer questions from a variety of stakeholders such as the public and City Council
  • Experience in data collection, analysis, and reporting to support process improvements and decision-making.
  • Ability to act as an equitable leader within a diverse, team-oriented work environment by promoting a culture of professionalism and accountability including coaching, mentoring, and developing performance with staff.
Preferred:
  • 2+ years’ experience in transportation-related permitting, including supervisory roles.
