Position Overview

The Illinois Department of Commerce and Economic Opportunity (DCEO) seeks to hire a purpose-driven, initiative-taking individual with a strong understanding of tax incentive programs to administer the Illinois Live Theater and Film Tax Credit programs and support housed in DCEO's Illinois Film Office (IFO). Live theater and film productions generate over $1 billion in economic impact annually in Illinois. The IFO is dedicated to increasing the amount of quality film and theater productions across the state. This position will evaluate incoming tax credit applications, work with applicants to assist with their needs and follow the applications from start to finish. Essential Functions

  • Organizes, plans, and reviews the Live Theater and Film Tax Credit Program rules, regulations and procedural processes to determine techniques, publications and program applications to be utilized for effective application process, record keeping, eligibility and credit requirements to film producers.
  • Reviews and advises the Diversity Manager and Film Office Deputy Director on the feasibility and implications of proposed policies and new or proposed changes to enhance and expand the outreach of the tax credit programs.
  • Reads industry publications to identify additional producers to market for Illinois productions.
  • Represents the Illinois Film Office at meetings and seminars pertaining to marketing and promotional activities for the Live Theater and Film Tax Credit Programs.
  • Plans and recommends resources for the program, including travel costs and program materials needed to prepare records for compliance with the Live Theater and Film Tax Credit Programs.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four (4) years of college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Desirable working knowledge of business and accounting practices, strong computer and communication skills.
