ESSENTIAL JOB FUNCTIONS
Works under the direction of Memphis Parks Director to develop, plan, and implement programs that activate parks across the city. Supports the quality of life for Memphis residents. Conceives creative and
attractive programs for youth and the general public that will take place year-round on a rotating basis at neighborhood parks across the city. Offers family-friendly activities that contribute to the physical and mental well-being of residents. Executes the Summer Parks Program that focuses on youth activities for 20-30 parks annually. Administers the program’s estimated budget of $2 million annually. Manages the promotion and marketing of all park programs. Conducts outreach to neighborhood associations and other neighborhood groups to engage them in programs. Establishes and monitors program standards and success benchmarks. Develops partnerships and sponsorships to augment City funding for programs.
Supervises program coordinators, contractors, and community partners in the delivery of programs. provides leadership and guidance to Parks program staff. Provides short and long-term planning to identify areas of improvement for programs and services offered. Develops, implements, and analyze meaningful metrics and data collection to assess service objectives. Consults with Division’s budget staff to develop annual budget. Supervises assigned staff and sets evaluation and performance goals. Recommends and assist in the development of the annual Capital Improvement Project (CIP) plan for
the division. Manages relationship with park operations and General Services for maintenance and to ensure security and safety protocols are enforced. Develops and implements communication strategies to increase participation in programs. Informs current participants of new programs and guides staff in the procurement of goods and services. Leads the development of grant proposals related to park program activities. Drives to various locations throughout the city to attend meetings, businesses, and work sites. Develops, reviews, and updates operating procedures of Park programs. Reviews and prepares regular reports to monitor monthly expenditures and revenues.

TYPICAL PHYSICAL DEMANDS
Must be able to communicate clearly, both verbally and in writing. Requires the ability to operate general office equipment such as a personal computer, calculator, copier, and telephone. Requires ability
to traverse on uneven ground. Requires the ability to operate an automobile.
TYPICAL WORKING CONDITIONS
Majority of work is performed in an office setting or various parks and other buildings throughout the City. May be exposed to changing weather conditions. Requires frequent travel to various sites around the city.
MINIMUM QUALIFICATIONS
Bachelor’s degree in Arts, Recreation, or closely related field and eight (8) years’ experience in parks and recreation management with six (6) of the eight (8) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a valid driver’s license as a condition of continued employment.
