Incumbent oversees the Budget Planning and Management unit of the division. Responsibilities include the development and analysis of fiscal and service utilization reports, maintenance of the DPBHS division budget and grant budgets, compliance with division policies and procedures, monitoring of expenditures, and supervision of staff. Incumbent also reviews requisitions, contracts, and related documents for completeness and compliance with fiscal and administrative requirements.

Essential Functions

  • Develops and implements programming for child/adolescent mental health treatment, maintaining the integrity of the long term goals of the particular program unit.
  • Develops, administers and evaluates contracts for provision of mental health treatment services and monitors service delivery.
  • In conjunction with the statewide accountability effort, develops procedures and applies standards and measures for evaluation of program operation, and results to improve unit's effectiveness and efficiency. Takes appropriate action to correct deficiencies noted.
  • Trains, assigns and supervises subordinates providing direction and technical guidance.
  • Develops and maintains effective relationships with public and private agencies regarding the unit's treatment services.
  • Interprets laws, regulations and administrative decisions as they apply to the unit's services.
  • Prepares and administers budget for the specific program, insuring operation within budgetary constraints.
  • Prepares narrative, statistical and court reports, as needed, on treatment, site review and/or recommendations for further action.
  • Participates in meetings, task forces, etc. and speaks before public groups on behalf of the unit/division.

Job Requirements

JOB REQUIREMENTS for Mental Health Program Administrator II

  • Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  • Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  • Six months experience in budget development which includes analyzing financial data and making long and short range plans and projections.
  • Six months experience in contract development which includes writing and negotiating contracts.
  • Six months experience in developing policies and procedures.
  • Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  • Knowledge of treatment modalities and theories for mental health, drug or alcohol services.
