Prevention Manager

Position Summary
This position will oversee the prevention program including HIV testing, syringe services, outreach, the Men’s Health Network, PrEP Coordination and community education primarily in Marion and Washington Counties, though some programs extend over additional counties. The role involves quality assurance and improvement, staff training, and general program oversight. The Prevention Manager must possess a high level of awareness regarding Oregon’s at-risk groups, including Gay/Bi men, men who have sex with men (MSM), people who inject drugs (PWID), partners of people living with HIV (PLWHA), and the trans community. The Manager is part of the Program Managers team and collaborates with team members to engage the community and recruit PLWHA community educators. This position represents the agency in community settings, supervises volunteers and staff, and ensures they have necessary tools, training, and resources. Involvement in strategic prevention and education initiatives is also required.
Essential Functions and Responsibilities
General duties:
- Advocate for needed services and future directions.
- Supervise program staff, modeling professionalism.
- Stay current on HIV prevention interventions and statistics.
- Foster community involvement and collaboration.
- Participate in agency collaboration, creative processes, and lead committees.
- Present on HIV and programs to community and partner agencies.
- Participate on required agency teams and committees.
- Provide prevention services, including evening and weekend services.
- Encourage community collaborations in all programs.
- Solicit client feedback for ongoing program development and evaluation.
- Attend relevant workshops and trainings for professional development.
Prevention Manager duties:
- Oversee all aspects of HIV Prevention programs.
- Develop new projects to increase wellness in at-risk communities.
- Coordinate outreach and testing events like Awareness Day Testing and World AIDS Day Testing.
- Collaborate with grant writer to develop and submit grants and reports.
- Manage data and use it for ongoing program development and evaluation.
- Ensure testing procedures are followed by staff and volunteers.
- Support training and mentoring of HIV educators and HIV+ speakers.
- Work with program managers to recruit and screen HIV+ speakers.
- Create and institute policies and procedures for prevention programs.
- Conduct community outreach to gay men and MSM.
- Increase engagement of gay men in agency volunteer programs.
- Provide HIV prevention education to communities at risk for HIV/HCV.
- Coordinate with the Client Services Manager for access to prevention information and testing.
- Coordinate events targeting gay men, such as focus groups and awareness events.
Staff Supervision and Support:
- Supervise, train, and support program employees and volunteers.
- Provide de-escalation support for clients in crisis.
- Collaborate to recruit high-risk populations into Counseling, Testing, and Referral Services.
- Assist in training and supervision of staff.
- Facilitate department meetings as needed.
- Ensure consistent communication with employees.
- Ensure adequate supervision of volunteers during outreach events.
Site Management:
- Address site/facilities issues with landlords.
- Support staff with workspace issues.
- Act as point of contact for workspace changes.
- Address client complaints or refer to the appropriate manager.
- Provide onsite support for staff issues in collaboration with supervisors.
- Coordinate with office manager for supply ordering needs.
- Address vehicle issues with the Office Manager.
- Maintain onsite confidentiality.
- Distribute keys and key pad codes as needed.
Equity and Quality:
- Support and implement program equity goals.
- Enable staff to track data for monitoring progress toward equity goals.
- Provide equity-focused and culturally responsive supervision.
- Collect client feedback for program improvements.
- Address staff concerns related to equity.
- Ensure consistency in applying policies and procedures.
- Provide opportunities for staff input related to program equity goals.
Required Qualifications
- Two years of experience supervising staff or volunteers.
- One year of experience with training and presentation.
- Self-motivated with a solution-focused approach.
- Commitment to diversity and inclusiveness.
- Knowledge of issues affecting high-risk communities.
- Willingness to work with marginalized populations.
- Leadership skills with ability to set goals and inspire others.
- Experience in nonprofit or public health work.
- Knowledge of Microsoft Word, Excel, and Access.
Preferred Qualifications
- One year experience with program management.
- Degree in family and human services, public health, or related fields.
Physical Demands
- Repetitive use of hands for clerical duties.
- Frequent use of arms for opening and closing drawers.
- Ability to sit or stand for extended periods.
- Ability to lift and carry up to 25 pounds.
- Continuous clarity of vision for processing paperwork.
Working Conditions, Travel, and Environment
- Ability to work in non-traditional, community-based settings.
- Ability to work flexible hours, including early mornings, evenings, and weekends.
- Travel to other locations for job functions.
