CalOptima Health is seeking a highly motivated an experienced Director, Outreach Operations (Director III) to join our team. The Director III (Outreach Operations) will lead the development and execution of strategic outreach and service delivery programs for vulnerable populations, including CalOptima’s Street Medicine Program and the Department of Healthcare Services’ (DHCS) Justice-Involved Reentry Initiative, ensuring alignment with CalOptima’s mission and the CalAIM Initiative. The incumbent will oversee all operational aspects of these programs, coordinating with internal teams and external stakeholders through regular meetings to ensure effective execution and continuous improvement. The incumbent will collaborate with senior leadership to implement programs that meet organizational priorities and regulatory requirements while optimizing resources. In addition to overseeing the program, the incumbent will be tasked with implementing new outreach initiatives in response to DHCS directives and maintaining strong relationships with city officials and community partners. The incumbent will also create and maintain operations manuals, document best practices for program consistency and excellence, onboard CalAIM providers and provide education and outreach to stakeholders on the CalAIM Initiative.

- Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short and long-term goals/priorities for the department.
- Partners with leadership to set initiative, execution and approach, and mobilize resources across all phases of delivery.
- Serves as a thought leader and contributor to program approach, planning, change management and delivery.
- Accountable for program-level planning, issue/risk management, master project plan management and leading assigned project resources.
- Manages multiple complex challenging projects at the program level.
- Recruits, trains and mentors staff to build a skilled and compassionate team.
- Leads regular team meetings and debriefings to ensure ongoing staff education and development.
- Coordinates with other support resources/teams as needed for key operational deliverables.
- Ensures timelines, requests for qualifications (RFQs) and requests for proposals (RFPs) are provided and completed.
- Oversees the monitoring of compliance with federal and state contracts, grant requirements and other requirements set forth by regulatory agencies or funding sources.
- Works closely with CalOptima Health’s leadership team to leverage opportunities for program enhancement and growth in the context of CalOptima Health’s strategic plan.
- Hires, manages, trains, reviews and sets goals for assigned staff.
- Provides direction and oversight of the Street Medicine Program including planning, organizing and directing all activities, staffing, reporting and performance improvement.
- Provides leadership to the multidisciplinary Street Medicine teams.
- Oversees staffing model, budget plan and monitoring of resource allocation for the Street Medicine Program.
- Develops and/or maintains policies, procedures and standards for the Street Medicine Program.
- Develops, reviews and updates departmental policies and procedures to support compliance with Medicaid state regulations, Centers for Medicaid and Medicare (CMS) requirements, National Committee for Quality Assurance (NCQA) standards and DHCS’s Population Health Management (PHM) program.
- Supports the executive relationship between CalOptima Health and Street Medicine partners, ensuring adherence and cultivation of CalOptima Health’s vision for street medicine for its members.
- Participates in strategic planning efforts to expand and enhance CalOptima Health’s Street Medicine Program and additional service programs that serve our most vulnerable members.
- Responsible for the implementation and operations of the Justice-Involved Reentry Initiative including developing training protocol, best practices and providing leadership to contracted providers.
- 45% - Program Oversight
- Oversees the development and execution of outreach and service delivery programs for vulnerable populations, including CalOptima Health’s Street Medicine Program, ensuring alignment with CalOptima Health’s mission and the CalAIM Initiative.
- Oversees the implementation and operation of the Justice-Involved Reentry Initiative in partnership with the county of Orange ensuring alignment with CalOptima Health’s mission and the CalAIM Initiative.
- Implements new service delivery initiatives launched by DHCS including the design of how the program will be implemented.
- Oversees all non-clinical operations within the Street Medicine Program, ensuring the delivery of high-quality, compassionate care to patients in non-traditional settings.
- Identifies opportunities for program growth and innovation, including new partnerships within the CalAIM department.
- Manages all operational aspects of CalAIM outreach programs, ensuring seamless execution through coordination with internal teams and external stakeholders via regular meetings.
- Collaborates with the Quality Improvement department to develop and implement quality improvement initiatives to enhance patient care and service delivery, and ensure we are in alignment with the organization’s quality goals.
- Partners with the Government Relations department on policy considerations and advocacy strategies related to strategic opportunities.
- Collects, analyzes and reports on clinical data to track program performance, identify trends, measure outcomes and guide decision-making.
- Promotes and measures improvements in health outcomes.
- Works with other CalOptima Health staff to regularly evaluate the Street Medicine Program and the Justice-Involved Reentry Initiative.
- Develops and maintains a budget for program implementation, management and support.
- Interacts with regulatory agencies, contractors, associations and key stakeholders.
- Serves as a resource for CalOptima Health and all its contracted entities (as applicable).
- Onboard CalAIM providers and deliver education and outreach to stakeholders on the CalAIM Initiative to ensure understanding and alignment with program goals.
- Facilitates interactions and synergies between department directors regarding CalAIM and ensures accountability and successful implementation(s).
- Serves as ambassador and liaison with external stakeholder groups including government entities, academic institutions, community-based organizations, hospitals, community collaboratives/workgroups and others to ensure comprehensive support for our members.
- 5% - Completes other projects and duties as assigned.
- Bachelor’s degree PLUS 7 years of experience in program/project management leadership role involving large-scale, complex projects/programs and initiatives required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.

- Experience in new program development for vulnerable populations, including strategic planning for a start-up program and implementing the program required.
- Successful experience in developing sound and responsible business plans and financial models required.
